According to the analysis of previous studies about government open data and quality of data,this paper built proper evaluation index system for quality of government open data.Then it weighted calculation for evaluation index system through analytic hierarchy process and building evaluation model for customers' satisfaction of quality of government open data,so to assess the customers' satisfaction of quality of government open data through fuzzy comprehensive evaluation.In view of the above,the validity of this evaluation model was conformed,there for to provide customers' reference for quality of government open data.

According to the studies about government open data and government website service quality,this paper put forward a six-dimension measurement model of service quality about website of government open data and built the structural equation modeling based on the model.Based on the questionnaire data,it also validated and calculated the structural equation modeling through Amos21.0 and got the index and index weight and service quality scores of service quality about government open data website.As a conclusion,it could put forward suggestion to improve the service quality about website of government open data for government.

This paper built an index system for evaluating the government open data website based on the studies about government website evaluation and government open data evaluation.By taking 20 American representative governmental open data websites as a sample,this paper got the index data and score by experts and obtained the overall evaluation results through BP algorithm of neural network to compare the experts' scores for getting the requirement of error precision.So it could test and verify the feasibility of this way to evaluate the government open data website and could supply a scientific,rapid and accurate system to evaluate the government open data website in the future.

This paper studied "Open Data Barometer",which was the world's first comprehensive and systematic evaluation project of open government data,so as to compare and analyze the OGD evaluation projects of international organizations from the perspective of evaluation frameworks,evaluation objects,evaluation methods and indicator systems.Combined with the policy evaluation practice of international organization,this paper also put forward policy suggestions to open government data in China from a policy process perspective of policy formulation,implementation,evaluation and feedback.

This paper divided the rural community informatization process into four stages:infrastructure construction,junior application,deepen application and fully integration,according to informatization evolution theory and rural community informatization development practice situation,in order to resolve the problems for rural community informatization evolution stage uncertain,conluded low informatization infrastructure utilization rate,invest decision mistakes and research mismatch between supply and demand.Then it analyzed the main task,key factor,facing trouble and countermeasures.On the basis,constructed a rural community informatization evolution seven levels model based on Haken model to judge and measure the its dynamic evolution stage.So as to provide the targeted informatization construction countermeasures and improve rural community informatization effect.Finally,this paper verified the feasibility of suggested model and mean with a data example.

In recent years,the development of new media represented by micro-blog was developed rapidly and spread fast,and the social influence was huge.The Micro-Blog as a communication system,from the dissemination study angle analysis of Micro-Blog system of the basic structural elements,revealed the structure and characteristics of the communication elements,to better understand and use the Micro-Blog for construction of socialist culture and realize the great ideal of Chinese dream service.

This paper described the connotation of journal papers and data monitoring,journal articles data protection existing problems were analyzed,and in journals publishing process as the basis,divided journal articles data life cycle.In summary original results,referring to the ability to ramp model.Journal data protection concept of the life cycle model was proposed,in different stages of the life cycle for starting point,analysis of the process and content of the journal data management and protection.Accordingly it put forward some suggestions:China should be promotion and the data publishing and strengthen academic journals of foreign publishing tool of learning,strengthen personnel professional quality management,the journal data center should be embedded in life cycle to provide the corresponding services.

According to the current research of network public opinion transmission problem,in this paper,a game model was founded to analyze the interact between the cewebrity and government department based on the existing network of public opinion propagation instance and new transmission characteristics.The transmission mechanism for network public opinion was discussed under the preform of game state,and Nash equilibrium was analyzed based on rank dependent expected utility theory.Finally,the model and method were illustrated through an application case.

Clear agricultural science and technology intelligence research and development efficiency,was conducive to better serve the modern agriculture development.This paper analyzed the operation of agricultural scientific and technical information institutions of China,and the DEA model was used to calculate the R&D efficiency of agricultural science and technology information institution.Results showed those:(1) The national agricultural information institutions' mean technical efficiency was only 0.709,and subordinate institutions were better than the provincial institutions both in pure technical efficiency and scale efficiency,Annual variation of ministry and provincial agricultural science and technology information research institutions technical efficiency similar situation with the whole country,In the same year,subordinate institutions' efficiency was higher;(2) The national agricultural science and technology intelligence pure technical efficiency,there were more than 40% years of technical evaluation was invalid,but in comparison,the pure technical efficiency of subordinate agencies invalid year average efficiency was significantly higher than mean of technical efficiency of the provincial invalid year;(3) The National Intelligence Agency's R&D scale efficiency in most years in more than 0.8,and the scale efficiency of Ministry was relatively stable than provincial institutions.

[Purpose/Significance] The research showed that Folksonomy was the main reason for causing the information overload in Douban.com,but it was not yet found a targeted research in domestic.[Methods/Process] Researched the effect of Folksonomy for information overload in Douban by Questionnaire Star,and used SPSS and EXCEL to analyze and sort collected data.[Result/Conclusion] By analyzing data this paper draw the following conclusions:the classification system in Douban could not meet the basic needs of users;the application of Folksonomy in Douban existed kinds of problems,such as too many synonyms tags and low specificity tags.And on this basis,this paper put forward a Folksonomy optimization strategy and discussed its implementation.

As a kind of emerging community,knowledge community provides a platform for users' sharing and exchanging of knowledge and experience.But it also has a lot of problems,such as serious irrigation phenomenon and less interaction between users,which will affect users' continuous use behavior and lead to the failure of communities.Based on social cognitive theory(SCT),this paper established a model of knowledge community users' continuous usage behavior.Data were collected and analyzed by statistical software.The results indicated that personal outcome expectation,knowledge quality and system quality significantly affected a user's intention to continuous usage.The results implied that the community managers should attach importance to the quality of knowledge and system,and actively created a good environment for knowledge exchange in order to promote continuous usage behavior of the users and ensure the success of community operation.

[Objective] To measure the effect of information diffusion of micro blogging public opinion.[Methods] A fuzzy data envelopment analysis model was established,and a backward method was used to calculate the relative efficiency of each evaluation unit when the input variables and output variables were removed.Finally,Euclidean distance was used to determine the choice of the index.[Results] The 16 indicators were selected as the evaluation index of the effect of information diffusion of the micro blogging public opinion.[Conclusions] The promulgator of information of micro blogging public opinion,the content of the information,and the media attributes got a significant effect on the information diffusion of the micro blogging public opinion.

New media created a new propagation model,the knowledge production pattern gradually changing to the collaborative production.This study proposed the concept and specific classification of "collaborative knowledge production community",the paper concluded that the motivation factors affected users participate in collaborative knowledge production through the self-determination theory and user's survey data,and combined with the internal motivation,external motivation,basic psychological needs to construct user participation motivation model,as well as putting forward the suggestions and countermeasures for community development,hoping to provide a reference for collaborative knowledge production community's user research.

The service demand of the user for the alliance is indispensable for the sustainable development of university library alliance.In order to learn the specific demand of users for the service of university library alliance,this paper,focused on the user group of the 8 top colleges in Yunnan,investigates and analyses the service of university library alliance,the cognition of users on the function of university library alliance,the satisfaction and expectation on its service and the publicity,aiming to offer the reference for the construction and development of university library alliance.

Libraries promote the construction of local public cultural service system,which is not only the objective requirements of the strategic objectives of the national cultural power,but also the internal needs of the development of the library.Then,by studying the previous works,this paper found that our native scholars' works mainly combed the libraries' experiences in the construction of public cultural service system in developed area or demonstration area in China.Combined with the research status,this paper proposed that the sustainability of further exploration was needed for the mechanism of public culture service system construction,as well as the relationship between public cultural services system and the libraries.And by surveying the actual situation of public cultural services in different types of libraries,this paper designed and developed some effective modes and methods for the library to promote the construction of local public culture service system,theoretically and practically.

Based on patent date from CNIPR and INCOPAT Innovations Index,combined with the information of patent application and patent law status,through the patent application trend,technical field,country distribution,patent applicant and other indicators,a comprehensive analysis of the competitive situation of China's search engine industry was carried out from competitive environment and competitive strength two dimensions.Furthermore,by further excavation of the patent text clustering,a comprehensive understanding of the state and discovery trends of the technical field would be found,which could give suggestions for policy makers,enterprises and universities to make R&D and marketing strategy and industry policy.

In this article,using the patent data as the foundation,combined with the SWOT method,it carried out a comprehensive analysis of the overall development of ecological restoration industry in China.Based on patent data,this article analyzed the development trend,the regional distribution of patent technology,the patentee,patent technology fields,patent type,patent legal status,patent organization attributes,patent strength and core patent of the ecological restoration industry in China.Finally,combining with the analysis of patent data and internal and external influence factors of industrial development,this paper made a SWOT analysis in the development of ecological restoration industry.The results could provide intelligence reference for the strategies of the ecological restoration techniques industry in China.

With the development of new energy technologies,the large-scale energy storage technologies should get higher performance.Recently,sodium-sulphur batteries gain momentum as a kind of electrochemical energy storage technology,which have a great number of advantages,such as long lifespan and low cost.In order to reveal the development features of this technology and provide intellectual property strategy for our country,this paper studied the patents in sodium-sulphur battery technology.The patent information was gathered from the Derwent Innovation Index(DⅡ)database.This paper also analyzed the trend of the patent application number,the subject of the technology,the situation of patent applications in main countries or regions,and the significant patentees by using the TDA and Innography.Finally,it got the present situation and trend of sodium-sulphur battery technology,and presented some proposals for our country.

High-tech ships and ocean engineering equipment manufacturing is one of strategic emerging industries of "China 2025".The innovation and competitiveness of the industry was studied with the ecosphere theory and patent analysis to provide development reference.Based on the four dimensions,there were time,space,technology and individual niche factors,the patent filing trends,regional distribution,patentee,patent map and citation were analyzed,and related region niche and technology niche were analyzed respectively with the RPA compare relative indicator and the Herfindahl-Hirschman index system.The theory and index reflect the industry ecological competition,revealed the region competitive strength,forecasted the emerging technologies,and proposed suggestions for the industrial development from three perspectives.

Based on CNKI and Web of Science,time limited in latest 10 years,using the tool of Ucinet and Netdraw,the method of SPSS clustering analysis and multi-dimension analysis,discussed the direction and conditions in domestic and overseas,compared the differences,in order to provide suggestions for domestic open access resources development.

It is a general tendency to improve the level of urban management by big data.At present,there were many successful cases.Through in-depth analysis of typical cases abroad,it could be concluded:1) Big data was mainly used in public facilities management,transportation management,security management,disaster warning and other fields;2) There were mainly three kinds of big data application modes,namely government development and operation,enterprise development and operation,enterprise development and government operation.The urban management of big data applications existed many problems in China,including serious data fragmentation,inadequate public data sharing,high data acquisition cost,technology gap,etc.Big data applications timing should be definite,and adopt flexible and varied development operation modes,implement the strategy of open government data,support the development of the industry innovation and encourage citizens to participate in.
