Publishing Ethics Statement

 

Having a strong moral conscience and adhering to ethical norms is crucial for all participants in academic research, paper writing, and publishing. Journal of Modern Information refers to the publishing ethics guidelines of well-known international publishing groups to develop this guide, mainly explaining the publication ethics policies and systems of this journal, and providing references for authors, academic groups, editors, research funders, readers, etc. throughout the entire paper publishing process.

 

I. Responsibilities and Obligations of Each Entity

1. Identification of Author Qualifications

Scientific research paper co-authors should truthfully reflect the author's work and contributions. According to international scientific research paper specifications, the identification of author qualifications must meet the following four conditions:

(1) Make substantial contributions in designing concepts, conducting experiments and research, collecting data, analyzing results, etc.;

(2) Writing articles, or making critical modifications to important academic content;

(3) Final review and finalization of articles to be published;

(4) Journal of Modern Information requires that all authors listed should meet at least one of the above conditions and agree to take responsibility for all aspects of the research work to ensure that any accuracy or integrity issues related to any part of the paper are appropriately investigated and resolved.

 

2 Responsibilities of Peer Reviewers

(1) Ensure scientific and accurate review of the manuscripts, and provide objective and fair evaluation. Use their professional knowledge and skills to review the originality, scientificity, and practicality of the manuscripts, as well as the appropriateness of research methods, scientific design, accuracy of results and conclusions, and the existence of leakage, and provide fair evaluations to help editors make decisions. Provide detailed revision suggestions for the problems in the article to help the authors improve the quality of the paper.

(2) Respect the author's research results and avoid manuscripts with conflicting interests. The evaluation of the reviewed manuscripts is only based on academic standards, and no personal evaluation or personal attacks should be made. The selection of manuscripts should not be influenced by the author's race, gender, religion, belief, position, qualifications, or authority, and should be clearly stated with sufficient evidence and facts.

(3) Provide feedback to the editorial department by filling out review opinions in a timely manner and within the specified time. If unable to complete on time, inform the editorial office in a timely manner.

(4) Strictly keep the reviewed manuscripts confidential, do not pass them to others for reading or discussion, and do not use or publish the data, viewpoints, and conclusions of the reviewed manuscripts.

(5) All review opinions and information must be kept confidential and cannot be used for personal purposes.

(6)According to the "Guidelines for Responsible Research Practices (2023)" published by the Department of Supervision, Ministry of Science and Technology, reviewers are prohibited from uploading unpublished articles by authors to AI software for generating review comments directly.


3 Responsibilities of Editors

(1) Strictly adhere to relevant national laws and regulations, adhere to academic publishing ethics and norms, and maintain research integrity. Promptly and fairly handle all submissions, ensuring that edited manuscripts are of high quality and published on time;

(2) Follow the principle of objectivity and neutrality, and should not have prejudice against the author's workplace, gender, professional title, academic honor, etc;

(3) Follow the principle of confidentiality, protect the author's submission information, and protect the identity information of reviewers and other relevant personnel in the blind review process;

(4) Select manuscripts fairly, impartially and promptly, accept or reject articles only based on the scientific, innovative, and clear aspects of the paper, as well as the degree of match with the journal's scope of submission;

(5) Have the obligation to investigate and communicate academic misconduct. Once there is an academic ethical appeal related to the submission of a paper or the publication of an article, effective response measures must be taken. If necessary, corrections, clarifications, retractions or apologies should be made public in a timely manner.

 

II. Handling of Academic Misconduct

Journal of Modern Information has always adhered to strict academic ethical standards and is committed to eradicating all forms of academic misconduct. Once any academic misconduct is discovered throughout the entire publication process, we will assist relevant institutions in conducting investigations and take measures such as withdrawing the manuscript and notifying relevant units against blatant misconduct. This journal uses the "Academic Misconduct Literature Checking System (AMLC) for Scientific Journals" to detect academic misconduct in submissions. For articles with a "text similarity ratio" exceeding 25% in the detection results, withdrawal procedures will be followed. Academic misconduct includes but is not limited to the following types:

1.Duplicate Publishing

(1)  Multiple submissions: Submitting the same paper or multiple papers with minor differences (such as title, keywords, abstract, author order, or author affiliation), to multiple journals or transferring to other journals within the agreed or legal time limit.

(2) Fragmentation publishing: Splitting research results that are essentially based on the same topic, data, and materials, and could have been published at once, into several publishable units as multiple papers.

(3) Republishing: Improperly repeating a large amount of content that has already been published in previous works in the same paper without appropriate explanation.

 

Furthermore, the following two situations will not be considered as duplicate publication:

(A) Abstracts, brief reports, presentations to conference attendees of research findings, data sets (undeciphered data, discussions, article content or conclusions presented in tabular form, and written descriptions of data/information that are not easily presented in lists) presented at academic conferences.

(B) Papers accurately translated into other languages with relevant permission, clearly indicating that the paper has been translated and republished, and indicating the original source.

If a paper is found to have content duplication, the editorial department will withdraw the paper and publish a notice of withdrawal.

 

2.Authors Concealing Conflicts of Interest

Authors are responsible for disclosing conflicts of interest that may affect their ability to conduct objective research. This includes economic interests (such as patents and stocks, consulting fees, lecture fees), personal, political, intellectual, or religious interests. If the editor discovers that the author has deliberately concealed conflicts of interest, the author will be notified to add a conflict of interest statement.

 

3. Fabrication/Falsification

(1) Fabrication: Fabricating or inventing data or facts.

(2)Falsification: Intentionally altering data and facts to make them untrue.

In addition to falsifying and tampering with the content of the paper, it also includes malicious manipulation of data. If the paper is found to have fabrication or falsification issues, the editorial office will withdraw the paper and publish a notice of withdrawal.

 

4. Plagiarism

Plagiarism: Directly publishing other people's or existing ideas, opinions, data, images, research methods, or textual expressions without attribution or explanation in one's own name, and excessively quoting content from other people's published literature.

If plagiarism is found in the paper, the editorial office will withdraw the paper and publish a retraction notice.

III. Appeal mechanism

Only when the author has sufficient information or evidence (such as providing other factual information, correcting information, attaching additional materials, or appealing against conflicts of interest and unfair peer review), this journal allows the author to appeal and handles the appeal based on the relevant information and evidence provided by the author.

 

IV. Retraction

For published articles, if legal infringement, defamation, and other legal restrictions are found, or academic misconduct has been confirmed, Journal of Information will promptly publish a retraction notice in the following ways:

(1) Once academic misconduct or legal restrictions are confirmed, the retraction notice will be published in the printed version of the latest issue, and listed in the journal directory;

(2) The retraction notice will clearly cite the original text, give the reason for the retraction, and detailed evidence will be published in the online version of the journal;

(3) The paper will be promptly withdrawn from the journal website and database platform;

(4) "Retraction notice" will be used as the title.
