[Purpose/Significance] The development of algorithm society not only brings convenience to production and life, but also causes a large number of algorithm problems, such as algorithm discrimination, algorithm manipulation, algorithm ethics deficiency, etc. The solution of algorithm problems is inseparable from the joint efforts of multiple subjects in the algorithm life cycle, but the algorithm capability requirements for algorithm designers, developers, platform operators, regulators and the general public are not completely consistent. Therefore, the evaluation of algorithm literacy for different subjects needs to adapt to different abilities and evaluation goals. [Method/Process] The study proposed a multi-dimensional hierarchical evaluation system for algorithm literacy by transforming the temporal stage division of Piaget's cognitive stage theory into the hierarchical division of algorithm literacy evaluation, combined with IRT project response theory and entropy weight method. [Results/Conclusions] The adjustability of evaluation objectives is realized by integrating the evaluation grading mechanism, and the multi-dimensional grading evaluation of algorithm literacy is carried out by taking the typical subject of the public as an example.
[Purpose/Significance] In response to the limitations of the existing research on the diffusion characteristics of policy topics based on text mining, such as the randomness and high dependence on human involvement in text topic identification, this study proposes a text mining method for policy topic identification based on the theory of innovation value chain. The aim is to better identify the features of policy content changes and underlying mechanisms during the policy diffusion process. [Method/Process] Taking China's artificial intelligence policies as empirical objects, a policy text topic analysis framework based on the innovation value chain theory was theoretically constructed. The method involved extracting key phrase structures of policy texts based on dependency syntax and semantic information. The computation of policy text topic diffusion distribution was achieved by establishing a one-to-one mapping relationship dictionary between the topics in the analysis framework and the phrase vocabulary. [Result/Conclusion] A total of 110 artificial intelligence policy texts collected since 2017 were analyzed to examine the temporal distribution, spatial hierarchy, content diffusion degree, and topic diffusion distribution features of artificial intelligence policies. Based on this analysis, the tendency of government topic diffusion and its developmental stage were treated as ordinal variables to analyze their relationship and underlying mechanisms. The results demonstrate that the proposed method effectively integrates text mining techniques and policy analysis theories, thus facilitating the transition from descriptive analysis of policy diffusion characteristics to explanatory analysis of policy diffusion mechanisms.
[Purpose/Significance] The evaluation of the effectiveness of knowledge exchange in virtual academic communities helps to optimize community knowledge management. [Method/Process] This study drew inspiration from the theory of ternary interaction and used the subject, object and environment of knowledge exchange as the primary indicators of the communication effectiveness evaluation index system. Based on relevant literature, the study constructed corresponding second and third level indicators from top to bottom, determined the evaluation index system through expert evaluation, and determined the weights of each indicator using Analytic Hierarchy Process. Finally, the study took the example of the small woodworm for validation. [Result/Conclusion] The analysis indicates that the knowledge exchange evaluation system proposed in this article has certain feasibility and rationality, and proposes strategies to improve the quality of knowledge exchange in virtual academic communities.
[Purpose/Significance] As an important medical resource, TCM(Traditional Chinese Medicine)medical records contain a large amount of data and information. Deep mining of TCM medical records and knowledge discovery around the contents of medical records are conductive to the mining of tacit knowledge, improving the efficiency of TCM clinical diagnosis and treatment and the accuracy of medical services. [Method/Process] The study took the medical records of local lung disease medical records as the data source, the content of traditional Chinese medicine medical records was mined based on statistical analysis and association rules. Starting from cough as the main symptoms, the relevant traditional Chinese medicine medical patterns, clinical symptoms, and symptom drug patterns were explored, attempted to explore the innovative application of association rule analysis in discovering traditional Chinese medicine knowledge discovery. [Result/Conclusion] The local high-frequency drugs for cough include Radix Glycyrrhizae Preparata, almond, Pinellia ternata, Fritillaria cirrhosa, Poria cocos, dried tangerine peel, etc. The common symptoms of tongue diagnosis are thin white coating, thin yellow coating, red tongue, dark red tongue, tooth printed tongue, etc. Association rule analysis based on the Apriori algorithm shows that common drug combinations include Salvia miltiorrhiza, Platycodon grandiflorum-Radix Glycyrrhizae Preparata, Bupleurum chinense, Platycodon grandiflorum-Radix Glycyrrhizae Preparata, peucedanum root, Fructus aurantii-Platycodon grandiflorum. The symptoms of tongue diagnosis are dark red tongue with thin yellow coating, dark red tongue with tooth marks, thin greasy yellow fur coating with tooth marks and other combinations as the strongly correlated combination. The strongly correlated drugs of thin yellow fur dark red tongue symptom combination are Platycodon grandiflorum, Radix Glycyrrhizae Preparata, Salvia miltiorrhiza, and Cynanchum glaucescens. The types of cough patients include the type of external cough and internal injury cough, which involve wind-hest syndrome, phlegm-dampness syndrome, yin deficiency syndrome, lung qi deficiency syndrome, phlegm heat obstructing lung syndrome, etc.
[Purpose/Significance] This paper constructs natural disaster knowledge mapping using information from governmental microblogs, aiming to provide a knowledge level reference value for relevant departments to strengthen the management of natural disaster events. [Method/Process] Taking the forest fire incident as an example, this paper selected microblog information resources and firstly used the LDA topic model to divide the microblog resource topics; secondly, constructed the natural disaster knowledge graph schema layer and data layer, including ontology construction, entity extraction, relationship extraction and data fusion; finally, used the Neo4j graph database to realize the presentation of the natural disaster knowledge graph, and organizes and visualization. [Results/Conclusions] This paper constructs a natural disaster knowledge graph based on topic division, realizes the topic knowledge association and normalization of natural disaster information, and improve the scientific decision-making level of government departments to prevent and manage natural disasters.
[Purpose/Significance] The study aims to explore the components and formation mechanisms of users' health information attitudes in online health communities to help to expose users' health information attitudes in online health communities and to provide ideas for related organizations to promote the platform construction and resource management optimization of online health communities. [Method/Process] The study took the ABC attitude model and ELM model as the basic theory, and haodf. com users as the research object, extracted the components of users' health information attitudes and analyzed the correlation between the components and finally constructed the formation mechanism of users' health information attitudes by using the grounded theory method. [Result/Conclusion] The health information attitude of online health community users consists of three elements: Cognition(perceived information content quality and utility value), Emotion(pleasantness and arousal), and Adoption Behavior. The mechanism of health information attitude formation includes the following 4 categories: Formation of mass attitude, the user mainly adopts central cognition, supplemented by peripheral cognition, and the emotional response is based towards pleasantness; Formation of habitual attitude, users mainly adopt peripheral cognition to process information, and both pleasantness and arousal appear in emotional responses; The formation of routine attitudes, pleasantness is more likely to stimulate users to adopt health information promptly, while arousal responds to users' sluggishness in adopting health information; The formation of small-group attitudes, pleasantness is more effective in stimulating users' peripheral cognition, and arousal is more effective in promoting users' central cognition.
[Purpose/Significance] By exploring the influencing factors and related paths of the formation of online users' emotional cocoons, this paper constructs a theoretical model of influencing factors to provide theoretical guidance for cracking emotional cocoons. [Method/Process] This paper collected the original interview data through semi-structured interviews, followed the steps of grounded theory research method, encoded and analyzed the data, and constructed the theoretical model of influencing factors of network users' emotional cocoon formation. [Result/Conclusion] The results show that emotional contagion and user perception have a direct impact on the formation of emotional cocoons; user characteristics, user behavior, network environment and interpersonal influence indirectly affect the formation of user emotional cocoons through the intermediary role of emotional infection and user perception; user ability can regulate the impact of emotional contagion on the formation of emotional cocoons.
[Purpose/Significance] Personalized recommendation plays a positive role in promoting the usage of information systems, but excessive personalized recommendation would cause users' privacy concerns and reduce their willingness to use. In the context of short video, the specific relationship between personalized recommendation and user intention is still unclear. [Method/Process] Based on privacy computing theory, the nonlinear relationship between short video personalized recommendation and users' intention to use was explored. Utilitarian short video, hedonic short video and privacy concern were selected as moderating variables. The hypothesis was verified by using the method of hierarchical regression analysis and Stata software. [Result/Conclusion] There is an inverted U-shaped relationship between personalized recommendation and short video usage intention. Privacy concerns have a significant moderating effect on the inverted U-shaped relationship. Different types of short video have different effects on the inverted U-shape relationship, and only utilitarian short video has been verified.

[Method/Process] The paper used the literature research method and case analysis method to elaborate the meaning, relevant research and regulatory concept of the circulation of authorization operation for public data, and focused on the construction and analysis of its regulatory model and development strategy. [Result/Conclusion] The paper proposes the strategy of establishing a full-life cycle data quality control mechanism, establishes a scientific and technological supervision model, promots the multiple sharing and strictly regulating the monopolistic behavior of algorithms, optimizes and promot the development of the "inclusive and prudent" supervision model with the supervision sandbox for authorized operation for public data.
[Purpose/Significance] The study aims to reveal the multiple paths under the coupling of multiple influencing factors of public data open utilization which helps deepen the understanding of the linkage effect of public data utilization and promote the release of data value. [Methodology/Process] This paper took 27 provinces as research objects, constructed a framework of public data open utilization influencing factors based on TOE framework, conducted group path analysis by means of qualitative comparative analysis of fuzzy sets and analysis of necessary conditions, and proposed corresponding path enhancement countermeasures based on the results of group analysis respectively. [Results/Conclusions] The results show that there are four types of histological paths for both high and non-high public data open utilization, which provide paths for other regions to improve the level of public data open utilization according to local conditions. Each local area in China should follow the national guideline of public data openness and choose appropriate paths to improve the level of public data openness and utilization by combining local advantages and characteristics.
[Purpose/Significance] Value creation is the core issue in the development of open scientific data in a data-enabled environment.It is of great significance to coordinate the balance of interests of open scientific data value co-creation subjects and form a symbiotic model of coordinated development to cultivate a synergistic scientific data value co-creation ecosystem. [Method/Process] Firstly, the symbiosis theory was applied to construct the open scientific data value co-creation ecosystem and analyze its symbiotic elements and symbiotic paths.Then, the Lotka-Volterra model was introduced to establish the symbiotic evolution equation of open scientific data value co-creation subjects and find out the equilibrium solution and stability conditions.Vensim software was used for simulation to complete the dissection of the evolutionary"black box".Finally, strategies were proposed to promote the evolution of the symbiotic model of open scientific data value co-creators. [Result/Conclusion] ① The three types of subjects of open scientific data value co-creation are core population, auxiliary population, and value re-creation population, and the evolutionary trajectory of population symbiosis is in accordance with the Logistic growth law.②The symbiosis pattern of open scientific data value co-creation subjects depends on the value of symbiosis coefficient among value co-creation subjects.③The reciprocal symbiosis model is the best direction for the symbiotic evolution of open scientific data value co-creators.
[Purpose/Significance] How to scientifically and rationally evaluate the innovation level and scientific value of academic papers has become a research concern.This study constructs a three-dimensional evaluation method of academic papers' innovativeness integrating the degree of novelty, integration and influence of the topic, which would provide reference for the research related to the evaluation of academic papers' innovativeness. [Method/Process] Based on the content and value of academic paper research themes, this study used the TOPSIS method to construct a three-dimensional evaluation model of academic papers' innovativeness integrating the degree of novelty, integration and influence of the topic.This research conducted empirical research on academic papers with the theme of blockchain in the humanities and social sciences in 2021 in China. [Result/Conclusion] The study finds that: the current blockchain research in the humanities and social sciences maintains a high growth trend, and its attention is stable while slightly changing in China; the construction of the three-dimensional evaluation model of academic papers' innovativeness integrating the degree of novelty, integration and influence of the topic can be used as a measure of research activities and performance, enriches the way of evaluating the innovativeness of academic papers, can be used as a measure of research activities and performance, enriches the innovative evaluation methods of academic papers.
[Purpose/Significance] The level of information quality and readability of online health platforms has a direct impact on the public's use of health information.Measuring and analysing the information quality and readability of online health platforms can help reveal the current status of online health platforms and what can be improved, which is of great significance in helping the public to build and improve their health information literacy more effectively. [Method/Process] The paper used the DISCERN health information quality assessment tool and improved the existing Chinese health information readability formula to analysis the quality and readability of a representative sample of online health platform information. [Result/Conclusion] The study finds that the overall quality of information on China's online health platforms is close to the medium level, with significant differences in the readability values between the information and a positive correlation with the quality, in addition, there are differences between quality and readability of health information between different source platforms and different providers.
[Purpose/Significance] Intelligence failure(IF)occurs in many fields such as military, national security and commercial competition, which has a serious adverse impact on organizational decision-making.Therefore, understanding the research progress of IF is of great significance to promote the future research of IF. [Method/Process] Firstly, this paper reviewed the development of IF research since 1940s.Secondly, this paper systematically analyzed the relevant literature on IF research.Finally, it put forward the existing deficiencies and the future direction of IF research. [Result/Conclusion] The results show that the development stage of IF research includes the embryonic stage, the formation stage, the development stage, and the deepening stage.The research contents include theoretical research on IF(including the concept of IF, the causes of IF, and the interdisciplinary research of IF)and case studies on IF(including the cases in World War Ⅱ, Cold War and post-Cold War periods).In addition, the research of IF is insufficient in basic theory, generalization phenomenon and evasive strategy.
[Purpose/Significance] Through illustrating the research progress of foreign privacy risk control under the open sharing of public data resources, to provide reference for relevant theoretical research and practice in China. [Method/Process] Using the content analysis method, this article analysed foreign research progress of privacy risk control from four aspects: educational means, legal means, technical means and procedural means, in the context of open sharing of public data resources. [Result/Conclusion] This study finds that the topic of privacy risk control under the open sharing of public data resources has been extensively explored abroad, and the main challenge is to balance data privacy and data utility.However, the existing research is still immature as a whole, and there is a need to construct a privacy risk control system and strengthen the research on privacy control technology and practice under the open sharing of public data resources, in order to promote the development of public data resources open sharing.
