[Purpose/Significance] Safety & security intelligence(SI) is a necessary asset to promote and guarantee safety & security.Thus,it is of great significance to study the smart SI service system.[Method/Process] First,this paper analyzed the hierarchical framework of smart SI service system based on literature analysis.Second,this article constructed a smart SI intelligence service system,and analyzed its running process and service mode.Finally,this paper discussed some key issues of the smart SI service system.[Result/Conclusion] The smart SI service system included four levels,namely,support layer,SI resource layer,SI service layer and user layer.Its service mode included intelligence active form and user active form.Its key issues include safety & security cooperation,SI intelligence management and talent team construction.

[Purpose/Significance] The research of knowledge graph is at the cutting edge of world information technology,and the basic application of that is of great significance to strengthen the intelligent level of network public opinion analysis and judgment system;[Method/Process] On the basis of related research,this paper discussed the fusion path of knowledge graph in the system,then put forward the network public opinion analysis and judgment system model based on knowledge graph,and discussed the construction practice and application of system;[Result/Conclusion] The research showed that the application of knowledge graph was conducive to the accurate acquisition and intelligent calculation of network public opinion big data,the unification of network public opinion information resources and the enhancement of semantic analysis,the accurate analysis and judgment of risk points and contradiction points of network public opinion,as well as the automatic public opinion reporting,accurate recommendation and decision support.

[Purpose/Significance] Due to a large number of privacy security issues in the era of big data,accelerating the construction of a perfect personal information protection policy system has become an urgent task in China.Therefore,it is of great significance for our government to further improve its policy system to carry out the quantitative research on the personal information protection policy text.[Methods/Process] Taking the personal information protection policy issued by the state as the research object,using the statistical measurement method and content analysis method,analysing the item category characteristics one by one from the three-dimensional analysis framework of policy tools,social system theory and policy effectiveness,and the current personal information protection policy system in China.[Results/Conclusion] From the perspective of policy tools,China's environmental policy tools were more used,lack of collaborative use of supply and demand policy tools,and the use of policy tools was unbalanced;from the perspective of social system theory,the implementation of personal information protection in China mainly depended on the constraints on information collectors and the public,with less government and technical control;from the perspective of policy effectiveness,with the number of policies increasing With the increase,the cumulative total effectiveness of policies was increasing,but the growth rate of policy effectiveness was quite different.Finally,the paper put forward some policy suggestions for the formulation of personal information protection policy in China.

[Purpose/Meaning] Divide the information service functions of the domestic B2C e-commerce platform,reveal the user's demand for these functional elements,help the B2C e-commerce platform fully understand the user's information service needs,and improve the information in a targeted manner Service status.[Method/Process] Taking the information service function of the B2C e-commerce platform as an entry point,the Kano model theory was used to analyze the user's functional requirements for the information service of the B2C e-commerce platform,combined with the results of the questionnaire survey,to analyze and propose corresponding optimization strategies.[Results/Conclusion] Among the 25 main functions of the B2C e-commerce platform,statistics:5 essential functions,4 expected functions,3 attractive functions,12 indifferent functions and 1 reverse function item.

[Purpose/Significance] This paper aims to analyze the influencing factors of knowledge sharing behavior of open innovation community users from the perspective of network evolutionary game,and to promote knowledge sharing behavior among users.[Method/Process] The knowledge sharing model of open innovation community was developed based on the theory of traditional evolutionary game and network evolutionary game.Through calculation and simulation,the evolution results of knowledge sharing under the two methods were compared,and the influencing factors of knowledge sharing behavior of community users were analyzed.[Result/Conclusion] The paper found that the evolutionary equilibrium point obtained by the traditional evolutionary game method and the network evolutionary game method was inconsistent.Synergy revenue,community reward and the cost of knowledge sharing had a significant impact on the evolution depth of knowledge sharing in communities.The scale of the community and the risk of knowledge sharing had a significant impact on the evolution speed of knowledge sharing in communities.

[Purpose/Significance] By clarifying the structural coupling mechanism of knowledge sharing in virtual communities from a social system perspective,the present paper aims to provide enlightenments to managers about how to effectively prompt the knowledge sharing in virtual communities.[Method/Process] Based on the social systems theory,the system elements and the structural coupling processes of knowledge sharing systems in virtual communities are first analyzed.Then the systematic coupling mechanism of the knowledge sharing in virtual communities was expounded with constructing coupling models based on four stages,respectively.[Result/Conclusion] The realization of the knowledge sharing in virtual communities was the result of the mutual structural coupling of social systems and cognitive systems.The social systems and cognitive systems repeatedly and iteratively coupled with each other though the four stages,i.e.,externalization,grouping,internalization,creation,which resulted in the spiral evolution of the knowledge sharing and the sublimation of the users' recognition in virtual communities.

[Purpose/Significance] This study focuses on the interaction design in mobile learning platforms,discussing the usability problems of interaction design and the design elements that affect user experience.[Methods/Process] Two English vocabulary learning APPs "Bai Ci Zhan" and "Yi Dian Ying Yu" were chosen to be the research cases.In order to explore the usability problems and user experience of the interaction design elements,an experiment to compare the two APPs was conducted.[Result/Conclusion] The findings revealed the drawbacks of interaction design in the two mobile learning APPs;different types of interaction design can significantly affect usability and user experience.Results also showed that the research on mobile learning APPs should pay more attention to the micro design elements of the system.This study informs how to design and evaluate mobile learning APPs,which can not only help improve the interaction design of mobile learning APPs,but also inspire the development and design of other interactive systems.

[Purpose/Significance] This Paper evaluated existing research on factors of researcher's data sharing intention systematically,in order make sure the specific role of different influencing factors and to solve the mixed and contradictory problems of current research results.Meanwhile,the paper explored the application and value in LIS,which aims to enrich methods and perspectives in LIS research.[Method/Process] By analyzing related theories and papers,the paper came up with research questions and hypotheses,then the paper extracted effect values from 18 including researches in order to carry out a comprehensive analysis,in order to verify research hypotheses and explain research conclusions.[Result/Conclusion] The study showed that subjective norms,perceived revenue and perceived usability had positive effect on researcher's data sharing intention,age,perceived effort and perceived risk had negative effect on researcher's data sharing intention.Currenthy,researches ignored the correct procedures of research data sharing.

[Purpose/Significance] This paper aimed to explore influencing factors of public information seeking behavior in emergencies,with the expectation of improving emergency information services,and raising use efficiency of public emergency information in emergencies.[Method/Process] Based on the ground theory,the related data of information seeking behavior in emergencies from 40 users by the method of depth interview,the collected data was analyzed through open coding,axial coding and selective coding process.[Result/Conclusion] In this study,the paper identified 90 initial concepts,20 categories,6 main categories and focus on 3 core categories.On this basis,to construct the conceptual frame model of public emergency information seeking behavior in emergencies,which can reveal the demand and search trend of public emergency information in emergencies to a certain extent.

[Purpose/Significance] In recent years,With the global wave of open government data,China has continued to promote the openness and utilization of government data.It is important to ensure government data security and promote government data flow fully through classification and hierarchization of government data.[Method/Process] This paper focused on classification and hierarchization of government data resources during China open government data process.In 2018 and 2020,two surveys were conducted on the classification and hierarchization of educational subject data resources on eight open government data portals.[Result/Conclusion] Through analyzing the classification and hierarchization practice,this paper explored problems existing in the classification and hierarchization of data resources of open government data,and then put forward the development strategy of classification and hierarchization of government data resources during China open government data process.

[Purpose/Significance] Interactions among stakeholders in the open data ecosystem are dominant to achieve success and sustainable development of open data initiative.[Method/Process] This study focused on the hyperlink networks extracted from the websites of critical organizations engaged in open data to explore the interactions of the entities through the inter-linkage analysis and co-mention analysis by using Webometric Analyst 4.1 and UCINET.[Result/Conclusion] Findings showed that the Open Data Initiative was generally moving forward in a government-led manner.Enterprise organizations interacted with government organizations most closely among different types of organizations.While within the same category,the NGO network was more closely interconnected.In addition,the network between local governments in China was relatively sparse because their explorations of open data were at different stages.More efforts were needed to promote the optimization of cooperative networks.

[Purpose/Significance] During the fast development of government service platforms in China,the service search engine is an essential functional module to help customers to locate services and get better served.Different from common search engine,the service search engine focuses on accuracy and faces the barrier of customers' lacking of domain knowledge.[Method/Process] Through literature review,the assessment items were picked from former search engine evaluation studies and selected especially for service search.The survey was carried out on 34 government web portals of the provinces in China and 51 web portals of the states in the U.S.For each website,13 search terms were used and the search results from the first page were collected.The differences between China and the U.S.are analyzed through Non parametric tests on two independent samples.[Result/Conclusion] There are about 1/3 items such as accuracy,providing history search terms,ranking choices etc.,which show no significant difference between China and the U.S.The service search engines in China provided better functions such as providing popular terms and related terms than those in the U.S.The service search engines in U.S.behaved better in functions such as fuzzy search,providing standard terms,searching by catalogs and search results quantity than those of China.The research also discovered that the phenomenon that the service resources are divided geographically is a key point of failures in searching.The first-step solution is to continue updating the vocabulary of synonyms so as to bridge the domain knowledge gap between customer and the government agencies.The intelligent matching between the three locations about a search is necessary to precisely target a service.Also,the SEO methods can be applied to make it easy for search engines to crawl the data of government services.

[Purpose/Significance] Multi-attribute evaluation method is widely used in academic evaluation,among which the non-linear evaluation method is the main one.These evaluation methods reduce the role of weight,which makes the relationship between evaluation index and evaluation results not intuitive,and are not conducive to the evaluation and comparison of non-linear evaluation methods.[Method/Process] Taking factor analysis as an example,based on JCR2017 Economic Journal data,multiple regression,ridge regression,partial least square and BP neural network were used to calculate the simulated weights to select the optimal simulated weight estimation method.[Result/Conclusion] It is necessary to measure the simulated weight of nonlinear evaluation in academic evaluation;BP neural network is the most effective method to calculate the simulated weight;Simulated weight can be used to evaluate and select nonlinear academic evaluation methods;The application of simulated weight relies heavily on data.

[Purpose/Significance] With the popularity and application of social media in scientific research and communication,Altmetrics,an impact evaluation method based on social media platforms and tools,came into being and attracted wide attention.However,there is a lack of research on Altmetrics for Chinese articles.[Method/Process] This paper took the articles published on the theoretical pages of Guangming Daily as the research objects,used Baidu search engine technology to collect the Altmetrics data,constructed the Altmetrics indicators system,and studied the phenomenon and characteristics of mention to Chinese newspaper articles online based on analysis on the attention degree from different sources and discussion about the process of transmission.[Result/Conclusion] The results showed that the localization of Altmetrics can be effectively solved by using search engine technology.Chinese newspaper articles attracted more attention from all kinds of news media online,and the dissemination speed was fast.The processed Chinese newspaper articles may have a longer-term impact.

[Purpose/Significance] Institutional cooperation has become one of the main forms of scientific cooperation.[Method/Process] By combining statistical analysis,network indicators calculation,visualization,as well as topological structures of cooperative networks,this paper explores the network structure of cooperation among scientific institutions in the United States in recent ten years.[Result/Conclusion] The study indicated that the distribution of NSF-funded scientific institutes and their cooperation was concentrated but unbalanced,forming 9 major cooperative communities with different institutions as cores.Institutes with similar geographical proximity,research fields and academic level were more likely to form scientific cooperative relations.With the development of scientific cooperation,the cooperation network of scientific institutes tended to develop in a balanced way,and the intensity of inter agency cooperation needed to be further strengthened.

[Purpose/Significance] As a domestic pioneer of bibliometric research and a promoter and witness of its development,Mr.Qiu Junping always stands at the forefront of bibliometric research and leads the development of domestic bibliometric field.His new book,bibliometrics(Second Edition),published in 2019,is the improvement and development of bibliometrics(First Edition) in 1988,which is worth promoting.[Method/process] Using inductive reasoning,comparative analysis and other methods,this paper reviewed the architecture,content characteristics and academic value of the new edition of bibliometrics.[Result/Conclusion] On the basis of the original edition,the new edition of bibliometrics establishes a more reasonable "theory,method and application" structure system,and its content is more continuous and systematic.At the same time,it keeps pace with the time and supplements the latest relevant research achievements at home and abroad,which plays an important foundation and leading role in the future development of "five metrics" and talent training.

[Purpose/Significance] Researchers need academic figures and tables to facilitate precise knowledge discovery services.Academic figures and tables annotation is a core problem to be solved when academic figures and tables are integrated into academic knowledge service system.[Method/Process] The authors define scope of academic figures and tables annotation.Taking the historical research as the context,the paper sorted out the development stage of academic figures and tables' discovery in research and practical dimension,and then focued on the two core issues of academic figures and tables annotation:annotation's organizational structure and annotating implementation.[Result/Conclusion] On the basis of summarizing the existing research problems,the paper pointed out that ontology-based automatic semantic annotation of academic figures and tables was the form of academic figures and tables annotation supporting the accurate semantic discovery of large-scale academic figures and tables in the future.In next,further research should be carried out in academic figures and tables ontology construction and heterogeneous information extraction of academic figures and tables.
