[Purpose/Significance] The Corona Virus Disease 2019(COVID-19)is a special epidemic situation since the founding of the PRC.Intelligence information occupies an important and special position in this war epidemic.By summarizing the recent epidemic prevention and control work,it is a practical problem whether the emergency intelligence can press the fast forward key.[Method/Process] Based on reviewing the basic problems of emergency intelligence and considering the intelligence information problems in the epidemic prevention and control,the paper proposed that the construction of the next generation of emergency intelligence was imminent.And based on this,the paper put forward some relevant path thinking from the perspective of "big intelligence" system.[Result/Conclusion] This paper made a deep thinking on the "re-starting" of emergency intelligence from six aspects:resource,technology,personnel,coordination,decision-making and science popularization.The relevant research of this paper can provide reference for the innovation of intelligence support paradigm in the field of security emergency.

[Purpose/Significance] The policy demander in public emergency is one of the important roles of emergency management.Whether the corresponding policy supply matches the policy demand is related to the effectiveness of emergency management.The research on policy supply-demand matching expands the analysis perspective of policy text research,and provides reference for optimizing the scientific design of emergency management policies and improving the accuracy of public emergency management.[Method/Process] Taking Novel Coronavirus Pneumonia as an example,based on the two paths of theme distribution analysis and co-word analysis,this paper used the policy text computing method which integrates topic mining,text classification and co-word analysis to explore the matching of supply and demand of minor enterprises support policies in public emergencies.[Result/Conclusion] The supply and demand of financial support policies were relatively balanced,public opinion publicity needed to be strengthened by the information collection and management policies and tax preferential policies,and policy supply needed to be further increase by the government service policies and material guarantee and supply policies.

[Purpose/Significance] The expression of intelligence viewpoint involves many elements of intelligence activities.Studying these elements and their complex relations is helpful for the accurate expression and transmission of intelligence viewpoint.[Method/Process] Based on the principle of information transmission,this paper used information science,linguistics,psychology and other theories and methods to carry out research.[Results/Conclusions] Intelligence viewpoint expression faced the following difficulties:how to ensure to express intelligence viewpoints on behalf of the intelligence service,how to accurately express intelligence viewpoints,and how to express intelligence viewpoints according to the needs of readers/users.Therefore,the following countermeasures were put forward:to write intelligence products in a collective way,to combine the precision and ambiguity of language expression,and to write intelligence products from the perspective of readers/users.

[Purpose/Significance] A credibility evaluation method for social network users based on multigraph was proposed,aiming to provide an effective method for ecological governance of network information and a theoretical basis for the management of network secondary public opinion with negative effects.[Method/Process] The paper constructed the index system of feature extraction of cyberbullying and privacy disclosure,and the dynamic information network of social network users was expressed by using multigraph.The extracted information of cyberbullying and privacy disclosure was used to evaluate information behavior of network users.The probability weight of cyberbullying and privacy disclosure was determined by Delphi method,and the credibility of social network users was comprehensively analyzed.[Result/Conclusion] The experimental results showed that the result of the users credibility evaluation based on multigraph was basically the same as the result obtained by the questionnaire,indicating that it is feasible to use multigraph to evaluate the credibility of social network users.

[Purpose/Significance] Mining the research topics from a large number of academic literature,investigating the research evolution process and topic relation,and predicting the research fronts have significant importance to the technological competition.[Method/Process] Considering the research limitations of topic relation and prediction,a research framework of topic relation and prediction based on LDA and LSTM was proposed.First,multi-temporal windows were divided based on life cycle theory.Then,the hidden research topics from academic literature were mined based on LDA topic model,as well as the topic relation was analyzed.Furthermore,considering the characteristics of time series of topic predictors,research trends and fronts were explored based on LSTM,while the research results were improved in combination with funding programs and literature publication.[Result/Conclusion] The experimental results showed that the proposed method can accurately mine the discipline topics and analyze the topic relation,while has practical values in predicting the research trend.

[Purpose/Significance] The existing government information gradually presents the characteristics of ubiquitous,fragmented,personalized,interactive,original and shared.How to excavate the user's expectation of receiving government information in different scenarios and realize diversified and personalized government information push is of great significance for improving the quality and efficiency of government service.[Method/Process] The paper adopt frequent time series mining method to effectively mine the government information acceptance expectation of the user's scene and accurately provided the sensitive business of the user's expectation in the corresponding scene.[Result/Conclusion] Based on this,this paper put forward the three-dimensional one scenario adaptation strategy of "Scene-Behavior-Context" of mobile government,and refined it into standardized and personalized adaptation,which laid the foundation and provided guidance for the actual optimization of mobile government.

[Purpose/Significance] To explore the influencing factors of users' continuous use behavior of academic social networking sites is helpful to enrich the theoretical research of users' behavior of academic social networking sites,on the other hand,to provide some reference for the platform to attract and retain users continuously.[Method/Process] According to the coding system of grounded theory,the paper selected 50 empirical research documents by literature research method,used NVivo qualitative analysis software to code the original documents in three levels,summed up 16 main categories and integrates them into 5 core categories,and then constructed the theoretical model of influencing factors of the continuous use behavior of academic social network users.[Result/Conclusion] It is found that user's continuous use behavior mainly included results management behavior,Q &a communication behavior,information capture behavior and Resource Recommendation behavior.Individual characteristics,cognitive awareness and emotional experience were the internal direct driving factors of the sustained use behavior of academic social website users,and platform conditions were the external indirect driving factors of the sustained use behavior of academic social website users.

[Purpose/Significance] Research on configuration motivation and promotion strategies of mobile learning user perceived learning performance,can provide reference for the development of mobile learning community.According to the General Communication System theory,motivations are divided into platform,transmission and user levels to construct the motivation framework of user perceived learning performance in mobile learning community.[Method/Process] Based on the open survey data and the Qualitative Comparative Analysis method of fuzzy-sets(fsQCA),the asymmetric multiple concurrent causal effects of mobile learning user perceived learning performance were analyzed from the perspective of configuration.[Result/Conclusion] The strategies were,strategy(1):good Learning Resources Construction,good Platform Interface Design,the form of resource teaching was recorded broadcast and resources deliver,low Social Interaction Degree were necessary configuration strategies for various types of mobile learning users to improve perceived learning performance;they were also configuration promotion strategies of Related Disciplines Independent and Other Disciplines Dependent users;strategy(2):configuration promotion strategies of Other Disciplines Independent users were well Learning Interest Design and convenient Mobile Learning Environment based on strategy(1);strategy(3):configuration promotion strategy of Related Disciplines Dependent users was convenient Mobile Learning Environment based on strategy(1).

[Purpose/Meaning] Scientific researchers' perceived risks prevent them from continuing to use cloud storage services.Therefore,to explore scientific researchers' perception of specific risk factors during the use of cloud storage,it can provide reference for improving the quality of cloud storage service,improving user satisfaction and user viscosity.[Methods/Processes] Semi-structured interviews were conducted with researchers.Based on the grounded theory,the interview text was coded with open coding,spindle coding and selective coding,and 19 concepts,10 sub-categories and 4 main categories were obtained.A behavioral model of scientific researchers' continuous use of cloud storage services from the perspective of perceived risk,was built.[Results/Conclusions] It was found that scientific researchers' perception of privacy risk,loss risk,damage risk and economic risk would directly have a negative impact on their continuous use of cloud storage services.

[Purpose/Signficance] Research on the influencing factors and its mechanisms of data-driven decision-making in the process of hospital management.In order to improve the application status of data in the field of hospital management and improve the scientificity and efficiency of decision making,Suggestions for reference are put forward,so as to expand the problem domain and application space of information science.[Method/Process] By using the grounded theory method and the qualitative analysis software ATLAS.ti8,the semi-structured interview data for hospital managers were coded and analyzed to determine the influencing factors and build the influencing factor model.[Result/Conclusion] Data quality,hospital support,external environment,manager support and system improvement were the main influencing factors of data-driven hospital management decision.Through the causal relationship,correlation and intermediary relationship among the influencing factors,a data-driven hospital management decision influencing factor model was constructed.It also provides strategies and Suggestions for promoting data-driven hospital management decision making.

[Purpose/Significance] The traditional researches on knowledge-based automatic question answering aim to retrieve answers for user questions directly.However,due to the ambiguity of the system's understanding of the questions proposed by users,the answers obtained are not accurate enough.The use of multiple-round of automatic question answering based on knowledge graph can effectively improve this situation.[Method/Process] This paper firstly constructed an event-centered road regulation ontology model,based on which the sample graphs are extracted from the road regulations.And a question answering framework based on the knowledge graph of road regulations is designed.Then the model used in the framework was evaluated.Finally,an overall evaluation of the system was carried out.[Result/Conclusion] From the results of the module evaluation,the F1 values of the event identification and intent recognition of the BCNN_BiLSM model in this paper were 0.798 and 0.930 respectively,and the F1 value of the ontology attribute identification of the BBiLSTM_CRF model in this paper was 0.807,and the overall performance was better than other models.The overall evaluation results of the system showed that the accuracy of the complete sentence was 0.74,and the task completion rate of the default sentence was 0.83.The multi-round automatic question answering based on the knowledge graph of road regulations proposed in this paper can provide reference for the automatic question answering studies in related fields.

[Purpose/Significance] The development of virtual reality(VR)technology provides new opportunities and challenges for the innovation of library services.It is of great significance to study the influencing factors of users' continuous use behavior in the process of using VR library services to promote the innovation and popularization of library VR services.[Method/Process] Based on the expectation confirmation theory and the technology acceptance model,this paper constructed a model of factors influencing the continuous use behavior of VR library service,which obtained 201 samples by using the questionnaire survey method,and tested the model and related hypotheses by using the structural equation.[Result/Conclusion] Data analysis results showed that user satisfaction,perceived entertainment,perceived usefulness,perceived interactivity,perceived ease of use and expected confirmation had positive effects on library VR users' continuous use behavior.

[Purpose/Significance] The annual report system for government information publicity is an important part of promoting the publicity of administrative affairs,and it is of great significance to improve the transparency of administrative power operation.[Method/Process] The study was based on the methods of mathematical statistics and text analysis to 364 annual reports on government information publicity,published on the website of General Office of the State Council department from 2008 to 2018.It analyzed the situation of government information publicity in terms of public content,public methods,and public effects,and accordingly proposed corresponding control strategies.[Result/Conclusion] According to the situation of China's government information publicity,the content of government information publicity emphasized the publicity of key areas;the transition of government information publicity's methods was immature;public effect satisfaction needed to be improved.And accordingly,it put forward regulation strategies as to expand information publicity in key areas,establish a new media matrix and establish a multi-resolution mechanism for contradictions and disputes.

[Purpose/Significance] Evidence-based formulation of open data policy is to place correct and effective evidence in the central link of policy formulation and implementation,so as to make policy formulation more scientific and reasonable and more conducive to data opening.[Method/Process] This paper briefly described the development of policies related to open data,compared the current issues of open data policy formulation and the advantages of evidence-based formulation,expounded the theoretical and practical development of evidence-based formulation policies and the necessity of evidence-based formulation of open data policies,and finally constructed a system of evidence-based formulation of open data policies.[Results/Conclusion] From the objective,subject,content and other aspects of evidence-based policy formulation,the open data policy formulation system was constructed,in order to provide reference for the formulation of open data policy.

[Purpose/Significance] This paper conducts policy assessment analysis for the opening and sharing policies of scientific data issued by foreign funding agencies,in order to make policy suggestions for the formulation and improvement of the opening and sharing policies of scientific data for domestic funding agencies.[Method/Process] This paper firstly selected some target policies from the opening and sharing policies of scientific data issued by foreign funding agencies,secondly constructed the policy text analysis coding system for the target policies through the qualitative text analysis method,then conducted policy assessment analysis for the opening and sharing policies of scientific data issued by foreign funding agencies,and finally made policy suggestions for the formulation and improvement of domestic funding agencies according to the results of above policy assessment analysis.[Result/Conclusion] It was suggested that domestic funding agencies should refer to the opening and sharing policies of scientific data issued by foreign representative funding agencies as soon as possible,and supplement,adjust and improve the relevant policy contents in the three data life stages of data creation,data access and data archiving.

[Purpose/Significance] Social media addiction is an important research topic in the information age of the Internet.This paper makes a comprehensive review of relevant researches on the definition criteria,measurement tools,theoretical models and behavioral impact of social media addiction,and gives a prospect for the future development of this kind of information behavior research.[Methods/Process] Literature research method was adopted to sort out the system context and review the whole content based on the existing foreign literature.[Results/Conclusions] Currently,the definition of social media addiction was controversial,and more clear and effective criteria for addiction should be established.The research on influencing factors based on different theoretical models mainly focused on individual motivation and psychological factors,and social and cultural factors can be added for comparative study in the future.Social media addiction measurement tools need to be more platform specific.Based on the subject of library and information,this paper put forward a new research direction and ideas for the research of user information behavior.
