[Purpose/Significance] The full realization of the open sharing of government data is the basic premise and important support for the modernization of the national governance system and governance capabilities.The emergence of the new crown epidemic not only reflects the importance and necessity of open sharing of government data,but also highlights the issue of privacy and security in the process of open sharing of government data,so it is particularly important to explore the key factors between the two.[Method/Process] Constructed the influencing factors with "user-target" as a two-dimensional analysis framework,used system dynamics methods to establish causality diagrams and system flow diagrams,and performed sensitivity tests on the simulation effects of the model,based on which,scientifically explored government data causality between openness and safety-related variables.[Result/Conclusion] From a long-term perspective,data security was certainly important,but the open sharing of government data was the general trend,and the government should find a balance between openness and security by improving the government data open guarantee mechanism.In the end,this article put forward corresponding countermeasures and suggestions on the opening and security of Chinese government data under the new crown epidemic situation,and provided a scientific reference for accelerating the modernization of national governance capabilities.

[Purpose/Significance] Information anxiety is common in the digital age.During the COVID-19 pandemic,university students process huge amount of epidemic information every day, which makes their information anxieties more prominent.University students are prone to suffering stress disorder due to fear of the pandemic.The purpose of this paper is to explore whether Chinese college students are influenced by the epidemic to have a certain degree of stress disorder,and whether these symptoms have effects on the level of college students' information anxiety.[Method/Process] Based on comprehensive literature review,this paper constructed a multidimensional model of information anxiety of university students under the COVID-19 epidemic situation.The model included five dimensions,namely information literacy,individual cognition,retrieval system quality,information quality and information use environment.We applied questionnaire survey for collecting data and conducted statistical analysis to test the model.The relationship between information anxiety and stress disorder was analyzed.[Result/Conclusion] Generally speaking,the information anxiety level of Chinese university students was moderate.The information anxiety levels were relatively high on the dimensions of information quality,retrieval system quality and information literacy.The difference of information anxiety levels was significant for pairwise comparison of stress disorder on each dimension of the model.There was significantly positive relationship between information anxiety and stress disorder.Individual student's stress disorder can lead to or aggravate his/her information anxiety.Based on our findings,we put forward some corresponding suggestions on how to alleviate university students' information anxiety during the pandemic period.

[Purpose/Significance] To research the information management of major epidemic in the era of big data,so as to provide reference for alleviating the impact of major epidemic and improving the information management system and capacity of the state.[Method/Process] Taking the epidemic situation of "COVID-19" as the starting point,this paper compared the different paths of epidemic information management in public and private sectors,and analyzed the difficulties and realistic causes of epidemic information management in China.Combined with interdisciplinary knowledge,this paper put forward a targeted plan to solve the dilemma of major epidemic information management.[Results/Conclusions] The "DITP" theoretical framework of major epidemic information management was put forward.The national major epidemic information management platform based on this framework can effectively resolve the current dilemma of domestic major epidemic information management,realize the interconnection,transparent sharing,real-time update and open access of epidemic information,and promote the seamless docking of major information management and epidemic prevention and control.

[Purpose/Significance] Based on the rapid outbreak and great influence of infectious diseases,this paper discusses the change of open source intelligence in big data era,and summarizes the role of open source intelligence.[Method/Process] Analyzed the promoting effect of big data on the reform of open source intelligence,and discussed its spreading and cooperation functions in the outbreak of infectious diseases.[Result/Conclusion] The collection scope,astringency,analysts,service objects and processing flow of open-source intelligence have changed in big data era,so that it is better for laying the foundation for government information disclosure,epidemic prevention and control work,repairing social trust crisis and promoting information integration.

[Purpose/Significance] Facing cultural self-confidence,the paper researches on the core theories and methods of traditional intelligence warfare covered in the Art of War,finds the ideological source of national intelligence strategic layout with Chinese characteristics based on cultural soft power,inheriting and innovating in line with the requirements of the times,clarifies the dilemma of reality,analyses the operational control mechanism of the national intelligence strategic layout with Chinese characteristics.[Method/Process] According to national security thought based on "Overall National Security Concept",the paper put to using "Strategic Operations", "Operational Command","Battlefield Change","Military Geography" and "Special tactics" to achieve shaping and momentum,stimulated the leadership of cultural soft power in intelligence governance,explored the innovative path of national intelligence strategic regulation with Chinese Characteristics.[Result/Conclusion] On this basis,it constructed the operation and control mechanism of the national intelligence strategy with Chinese characteristics.

[Purpose/Significance] Studying the spread model and evolution law of information in online social networks has important reference significance for predicting the scale and efficiency of Weibo topic spread.[Method/Process] Starting from the three major elements of the information dissemination network,based on the traditional dissemination model,built a social network network propagation prediction model that combined user trust mechanism and forgetting mechanism.The steady-state analysis and evolution analysis of the model were performed through matlab simulation,and finally the relevant data of the hot topics in Weibo were crawled to verify the prediction effect of the model.[Result/Conclusion] Different characteristics of users,information,and media had different effects on the process of information dissemination.The model that took into account the user trust and forgetting mechanism had a better prediction effect than traditional models and was more in line with actual conditions.It provided important information for the trend prediction of information.Based on this,it also provided certain suggestions for the monitoring and management of Weibo.

[Purpose/Significance] The purpose of the research is to collect relevant short video data for data portrait,and mine the knowledge mobilization model behind the short video.[Method/Process] Viewers and commentators who choose short videos on fitness topics is taked as research objects.According to the richness and diversity of data,this paper explores the basic characteristics and running state of data by using data portrait method.With the help of Maxqda12,Tableau and Gephi tools,this paper analyzes the interaction of comments on short videos on fitness topics in pear videos.[Result/Conclusion] Results showed that:Knowledge mobilization in the field of short video formed technology decentralization,long-term nature of local coordination and uncertainty of panoramic coordination,knowledge empowerment driven by internal driving force-external driving force-melting driving force,the field of localization practice,so that the model of "technology flow empower-synergistic flow empower-knowledge flow empower-culture flow empower" was formed.

[Purpose/Significance] Compound figure detection is used to classify the images in the biomedical academic literature to provide support for further biomedical image research.[Methods/Process] A classical deep convolutional neural network model of VGG16 was used for compound figure detection in the biomedical article domain.We used the large-size convolution kernel instead of the small-size convolution kernel in the first layer of VGG16 network.[Results/Conclusion] The proposed model obtained a best test accuracy of 97.08% outperforming traditional hand-crafted and other deep learning representations on the ImageCLEF2016 compound image detection dataset.By visualizing the feature map extracted from the first layer,it is found that 5×5 kernel in the first layer of VGG16 network can extract more edge features than 3×3 kernel,which was more suitable for compound figure detection tasks.

[Purpose/Significance] Internet companies collect and use amounts of user information,and the leakage of user privacy and the infringement of information occur frequently.Analyzing the privacy policies of mobile apps and making recommendations from the government,enterprise,and user levels will further protect the security of personal information.[Method/Process] This paper took the privacy policies of domestic popular Apps as research object.Through content analysis,the availability and content dimensions of privacy policies were explored.[Result/Conclusion] The accessibility and content completeness of Apps were still not perfect.Government should continue to ensure the effective implementation of relevant laws.Enterprises should improve their initiative to protect user privacy,standardize and innovate the methods of privacy protection.Users should make good use of feedback channels and actively seek for legitimate rights and interests.

[Purpose/Significance] When netizens' comments gather on the Internet platform,their emotions can easily expand and incite.Therefore,how should the government supervise and guide the mood of netizens,so as to promote the healthy development of the network environment?[Method/Process] Based on the life cycle theory,this paper divided the whole process of public opinion into four stages:latent period,outbreak period,diffusion period and recession period.It used the system dynamics model to simulate the changes of Internet users' emotional intensity in the evolution of public opinion in different stages,and used sensitivity analysis to explore the impact of a single variable on Internet users' emotional intensity.On this basis,the paper used qualitative comparative analysis method to analyze the configuration of the factors affecting the emotional intensity of the netizens.The purpose was to study the influence of different factors combination on the emotional intensity of the netizens.[Result/Conclusion] From latency,outbreak,diffusion to extinction,the combination of sufficient conditions for the occurrence of high Internet users' emotional intensity ranged from two factors to three factors,and then to four factors.If we wanted to maintain high emotional intensity of netizens,the requirements were gradually harsh.In the process of regulation and control,the government focused on the significant factors,which can not only block the occurrence of high Internet users' emotional intensity,but also effectively reduce the index of Internet users' emotional intensity,so as to achieve the goal of controlling public opinion events.

[Purpose/Significance] New media for government affairs is an effective dialogue tool between the government and the public,but its response is also facing challenges in a complex new media environment.In the past public crisis incidents,some local governments actively used the new government affairs media to disclose information and respond to public demands,while others did not perform well.Why is there such a difference in response ability,and what are the reasons? This paper explored the factors that affected the response capacity of government new media.[Method/Process] It collected relevant data on the response of government microblogs in 90 public crisis events,and analyzed the response capacity of government new media and its influencing factors through regression models.[Results/Conclusions] The study found that the use of new media for government affairs was increasingly valued,and its overall response capacity was at a good level,but there were large differences in whether different levels of government and higher governments exert pressure;higher government pressure And the level of response to government had a significant impact on the response capacity of new media in government affairs.

[Purpose/Significance] Considering multi-agent participation and two-stage decision-making of the platform,this paper studies the information security governance of the platform.[Methods/Process] By constructing the differential game model among platform,user and government,and considering the platform's counter action of safeguarding user's rights,we simulated and analyzed the influence of the initial intention of the three parties involved,the cost of user's safeguarding rights,the punishment of the government for disclosing user's information to the platform,the punishment of the government for user's untruthful safeguarding rights and other parameters on the evolution of behavior strategies of the participants.[Result/Conclusion] (1)the initial willingness of the three parties significantly affected the evolution direction and convergence speed of the subsequent behavior strategies of each participant;(2)with the increase of the cost of user rights protection,the probability of user rights protection decreased,and the probability of government active regulation increased,but the probability of platform leaking user information increases first and then decreased slightly;(3)with the decrease of the government's punishment on users' false reports Low,with the increase of the probability of users' rights protection,but failed to reduce the probability of the platform leaking user information;(4)compared with the government's efforts to reduce the punishment for false reports of users,the government should be more committed to reducing the cost of users' rights protection,increasing the punishment for the platform leaking user's privacy information,and improving the initial intention of the platform to protect users' privacy information.

[Purpose/Significance] VIKOR evaluation method is an important non-linear multi-attribute evaluation method,which has been widely used in academic evaluation.However,there is a lack of research on the influence of dimensionless method on VIKOR evaluation results,which is relatively random in practical application.[Method/Process] Firstly,This paper established an analytical framework for the impact of dimensionless method on VIKOR evaluation method,and analysed the impact mechanism of dimensionless method on VIKOR evaluation.Then,an empirical study was carried out based on the data of JCR2017 Economics Journal.[Result/Conclusion] The results showed that the influence mechanism of the dimensionless method on VIKOR evaluation included three aspects:ranking of evaluation values,statistical characteristics and simulation weight;The dimensionless method also affected the simulation weight of the VIKOR evaluation method;The result of maximum dimensionless VIKOR evaluation was generally superior to range dimensionless;VIKOR evaluation method was sensitive to the dimensionless method;Maximum dimensionless methods were recommended when VIKOR is used for academic evaluation.

[Objective/Meaning] This paper studies the main characteristics of Altmetrics Top100 paper indicators and their correlation with traditional literature measurement indicators,and their evolution;At the same time,the comprehensive evaluation of the influencing factors of the Altmetrics Top100 paper in combination with Altmetrics indicators and traditional bibliometric indicators is essential for the development and improvement of the Altmetrics measurement system.[Method/Process] This study used the 2016-2018 Altmetric Top100 paper as a sample to analyze the source journals and subject distribution of the high Altmetrics index papers for the past 3 years;and discussed the dynamic evolution of these features.Descriptive statistics,correlation analysis and regression analysis were used to explore the influencing factors of the Altmetric Top100 paper.[Results/Conclusions] The results of the study indicated that the high Altmetrics index papers were mainly from high impact factor journals.The subjects were mainly focused on medical health and biological sciences;news,blogs,tweets,facebook,and mendeley were significant factors in the high Altmetrics score papers,while the literature usage indicators in WOS were significantly negatively correlated with the main indicators of Altmetrics.Finally,this paper analyzed the reasons for the influencing factors of these high Altmetrics papers and made recommendations.

[Purpose/Significance] An unbiased index was introduced into the evaluation system to accurately identify the core authors in a research field.This paper constructed a research field normalized citation impact index,and proposed a multiple-indicators method on identifying the core author.[Method/Process] Based on the Web of Science Core database this research,used articles of a research field as data basis.This paper used Price law to determine core author candidates.Based on the statistic data of quantity,cited frequency of papers,h-index and research field normalized citation impact,the core authors were evaluated by comprehensive index method.And scholars whose scores were higher than 100 were determined as the core authors in this field.[Result/Conclusion] Finally,the above method was used to identify the core authors in the field of DNA computing,and 32 core authors in this field were selected according to the criteria of comprehensive score k>100.

[Purpose/Significance] The purpose of this article is to understand the current status of international information behavior research,and to ptedict the future trend of international information behaviour research.[Method/Process] The authors used the Web of Science core collection database as a data source and 1929 journal papers as a sample by the Citespace V software.The distribution characteristics of paper publication time,authors,institutions,countries or regions,journals,and keyword co-occurrence,clustering,and burst words were analyzed.[Result/Conclusion] The research focus was roughly divided into three stages,which embodied the logical evolution from general research to specific applications,and from practical exploration to theoretical deepening.At the same time,there were both continuous research before and after,and expanded research to the scope.Keyword clustering can be summarized into six major areas.The latest research trend was that the relationship with environmental protection was getting closer and closer.The earlier burst words had a longer duration,while the later burst words appeared shorter duration.The connections between the burst words were relatively close,and they have together become research hotspots in various time stages,and formed a relatively complete evolutionary process of "tradition-user-deepening-expansion".Last burst words has not been diminished to date,and will become research hotspots and future trends.

[Purpose/Significance] Users are core elements of virtual communities,and user role is an important aspect of the study of participation in virtual communities.[Method/Process] Firstly,we used visualization tool and cluster analysis of keywords co-occurrence to identify three main topics of user role research in virtual communities:role recognition,role types and role change motivation.On this basis,we had a systematic review of current research from the perspectives of the three topics mentioned above.[Pesults/Significance] Role recognition mainly included identification of experts and opinion leaders;role types were divided into passive users,initial participants and continuous participants;role change motivation consisted of initial and continuous participation motivation.Research framework of user roles in virtual communities and some suggestions for future research were put forward.
