[Purpose/Significance]The dynamic factors from internal and external rule big data governance in information ecosystem, coupled with nature environment, the selection of governance path and quantitative model in underdeveloped areas is an urgent problem to be solved in big data field.[Method/Process]For the first time, based on the construction of big data simulation analysis, hierarchical structure pattern and Climbing slope quantitative model, we illustrated the interaction of exogenic and endogenic dynamic factors from information carrying capacity, and constructed the mechanism of regional big data governance.[Result/Conclusion]Support and driving capacity factors promoted sustainable development by information governance, although ubiquitous information pressure overwhelmed information literacy by exponential growth in western china.The success of big data governance did not rest upon the amount of data scale and cyberinfrastructure construction, but depended on the standard of regional driving capacity, matching regional blocking force and information pressure.Among three constraint factors composing of information governance, regional nature property and social resource exhibiting to be immobilization and hard to change as native attribute;marching socioeconomic force reside as the demanding factor of information society only to adapt and accept;Instead, route choice factor of Information governance, as unique countermeasure, possessed tunable and optional capacity, pertain mechanism instituting or policy making ability, and adjusted slope and beveled scale, in control of blocking force to information governance proceeding.As the alternative route factor and scientific enabler by big data governance, western big data center must run for regional initiative governance, collecting and constructing scientific catalogue, to the target of the integration strategy of the nature environment protection and social economic development, and expand information carrying capacity and path for big data governance.
