With the continuous development of the research on digital library resources aggregation,the quality of aggregation has become the focus of attention of scholars.Based on the theory of digital library resource aggregation,the paper analyzed quality attribute of digital library resources,used the system dynamics method to analyze the dynamic of the quality formation of the digital library resource aggregation,constructed the quality formation mechanism model of the digital library resource aggregation organization,which provided a theoretical basis for the quality evaluation of the digital library resources organization aggregate.

[Purpose/Significance]This paper studied the netizens attention transfer model for big data of network public opinion,and further interpreted the competition effect of different Internet public opinion events under big data environment,and thus provided references of network public opinion management for the government.[Method/Process]Through the qualitative analysis of the competition effect of different Internet public opinion events and netizens attention transfer mechanism under big data environment,this paper constructed the netizens attention transfer model based on the theory of differential equation.By studying the characteristics of model and numerical simulation,this paper further identified the quantitative relationship and future trends of netizens attention transfer between two public opinion events,and provided the method to estimate model parameters.[Result/Conclusion]Through theoretical modeling and empirical analysis,this paper concluded the feasibility of netizens attention transfer model.Through public opinion data analysis,identifying competition results of multiple public opinion events and key nodes of netizens attention transfer could provide model foundation for the further study on the trend prediction of netizens attention transfer.

Connotation,characteristics and mechanism of knowledge flow(KF)in conceptual design knowledge management were explored from the view of design process.KF theory and SECI model was combined for analysis of main content and flow pattern of knowledge flow in conceptual design(KFiCD).Analysis and modeling of knowledge node(KN)was conducted on the basis of KF modeling related research.Mapping process between role model and workflow was addressed,as well as role model and KF.KF in four main steps of requirements verification,whole scheme design,whole scheme solving,scheme evaluation and decision in conceptual design were analyzed and reveled in accordance with the conceptual design process.Then,a reference model of KN of conceptual design was proposed,KFiCD was classified into five classes of sequential KF,join KF,division KF,broadcast KF and recursion KF according to pooled mode of KF,and KFiCD also could be divided into three types of experience KF,cooperation KF,and assistant KF according to knowledge transfer mode of KF.Finally,an integrated model of workflow and KF was presented,and conceptual design of recoil system was taken as an example to validate this model.Through our work,the connotation and mechanism of conceptual design knowledge flow could be revealed to some extent.

[Purpose/Significance]The spread of network public opinion can easily lead to social public crisis,put forward higher requirements for government management,and how to actively guide and control the public opinion of sudden public events as an important indicator of the government ability.It is an important means to identify problems and take countermeasures to scientifically and reasonably evaluate local governments' network public opinion guidance behavior and establish a systematic evaluation system.[Method/Process]The thought of crisis management and process management,the government network public opinion guidance and control evaluation index system was constructed,and the empirical analysis was carried out in 25 provinces in China.[Result/Conclusion]According to the score of various provinces,the guidance and control ability of network public opinion in each province was basically related to the economic development level of the province.From the regional distribution,the provinces in the coastal areas were generally higher than those in the inland areas,and the ability of the minority areas were low.

How to prove and ensure the security of governmental clouds is an important issue in the current e-government construction.This paper attempted to analyse the security frameworks for governmental clouds in Europe and the United States to provide help for the construction of e-government cloud services in China.This article mainly used the literature research method.Through the analysis of literature and publicly available data,this paper first analyzed the security frameworks for governmental clouds of the United States and the European Union,and then on the basis of targeted and systematic integration and comparison research,it concluded implications for China's governmental clouds safety management.The analysis found that the safety management frameworks in Europe and the United States were slightly different in terms of process and content,but also had advantages and disadvantages.This paper comprehensively considered the SAF of FedRAMP and SFGC of ENISA.Based on the existing related information security management policies and standards in China,this paper proposed four implications:unified planning,government guidance;demand-oriented,full control;dynamic open,interconnected;improve the system and ensure safety.

In order to explore the traceability mechanism of emergencies information cascades,this paper designs an information cascades traceability model based on time series and information fusion.This study takes "United Airlines dragging Asian Americans" as a case,uses TF-IDF and TextRank algorithm to capture key information,then takes OWL ontology technology,time series and information fusion model to trace the origin of emergencies information cascade,and remind the relevant functional agencies to control the development of events.This work is an exploration and supplement to the method of information traceability,it can help the relevant management institutions to predict and control the information cascade.

[Purpose/Significance]The purpose of this paper was to study the risk characteristics of political security,the mechanism of evolution and the countermeasures of ecological governance in the spread of internet rumors,in order to provide a theoretical basis for the prevention and control of the risk of network political security,and to further enrich and improve the theory of internet rumors governance.[Method/Process]Based on the theory of public opinion ecology and risk governance,by analyzing the characteristics of the political security risk and evolution mechanism in the spread of network rumors,this paper established the ecological governance model of internet rumors,and then put forward the main countermeasures for the ecological governance of internet rumors oriented to political security.[Result/Conclusion]The ecological governance of internet rumors oriented to political security carried out comprehensive policy and overall promotion from the dimensions of overall governance,main body linkage,risk prevention and control,and environment optimization,by establishing the ecological governance system of internet rumors,improving the political accomplishment of the information subject network,constructing the whole process of security risk prevention and control system,and perfecting the system of the network space security legal system and so on.

In order to response to the current situation of frequent emergency in our country,improve the ability of the government's intervention on emergency internet public opinion,the analysis based on the dynamic evolution elements of emergency internet public opinion,combined with the present government's management situation and foreign advanced management experience for the emergency,put forward suggestions and countermeasures to government's management to establish the coping mechanism.

[Purpose/Significance]The study used the recurrent neural network GRU combined conditional random field CRF to predict the annotated Chinese sequence text to extract the entity-attribute in the online review text.[Method/Process]Firstly,according to the designed annotation specification to a text sequence,the paper made name entity annotations for entities and their attributes after the segmentation of corpus,and got word sequence,part of speech sequence and annotation sequence;Then the word sequence and part-of-speech sequence were converted into distributed word vector representation and used for input of GRU recurrent neural network;finally,the output layer used the conditional random field CRF and the output label was the entity or attribute.[Result/Conclusion]The method in this paper simplified entity-attribute extraction to named entity annotation,and used GRU to capture the contextual semantics of input data and conditional random field CRF to obtain the output label context,which had a larger application advantage than the traditional rule based or general machine learning method.

[Purpose/Significance]Effective acquisition of product intelligence can help enterprises timely grasp market dynamics and competitive situation,as well as improve product competitiveness.Product intelligence and knowledge needs show not only the comprehensiveness of cross-domain,cross-industry and multi-subject,but also the urgency of deep exploration of business value.[Method/Process]A fine-grained knowledge element model of product intelligence was constructed.Through the multi-attribute fusion process based on evidence theory,the description space of the attribute-set and relation-set of product intelligence was extended,and the corresponding knowledge element attribute-relation network was generated.[Result/Conclusion]From two perspectives of business and competitiveness,the case study realized the fusion and deep processing of the attribute-set of product intelligence knowledge element,which provided a relatively complete knowledge base for the discovery of implicit association knowledge of product intelligence.It also proved the feasibility and effectiveness of multi-attribute fusion based on evidence theory for fusing product intelligence knowledge elements.

[Purpose/Significance]The purpose of this paper was to understand the research hotspots of the health information researches.[Method/Process]The Data cleaning process named "DEAN" was constructed firstly,and published articles on health information during 2004-2017,which were recorded in the database of CNKI and WanFang,were chosen to be analyzed in this paper.[Result/Conclusion]By applying the software of Citesapce Ⅴ,the paper found Six research hotspots on the areas of health information.Meanwhile the paper compared the results of two cases that applied "DEAN" process or not,and found "DEAN" process could improve the accuracy of research hotspot identification.

[Purpose/Significance]Despite the great achievements in the research on the design and evaluation of faceted navigation in information search systems in the past 50 years,very little systemic analysis has been made on the research findings.Due to the discreteness and the isolation of the current research findings,it is very difficult to make use of them to guide the design of information search systems.[Process/Method]This paper applied literature investigation method and literature analysis method to analyze and summarize these research findings in terms of systems,tasks,users,etc.according to the context framework that affects usability of information search systems.[Results/Conclusion]A knowledge system that supports faceted navigation in information search systems would be set up and some relative suggestions will also be put forward.

[Purpose/Significance]The behaviors of academic virtual community numbers consciously contributing their knowledge when external incentives absent deserve our exploration and study.[Method/Process]Using the replicator dynamic model,the paper explained the altruistic behaviors in virtual communities from the perspective of bounded rationality.This paper also simulated the evolution of altruistic behaviors driven by the internalization of virtual community norm by agent-based modeling with NetLogo.[Result/Conclusion]Results showed that community knowledge accumulation,scale of organization and the costs of rational calculation were the main factors that influenced users to behave altruistic whether the external incentives exist.According to the conclusion,the paper offered suggestion on virtual community management.

[Purpose/Significance]This research improved the relative studies about information encountering influence factors.Moreover,the results provided the theoretical foundation and ideas for users to develop the efficiency of information encountering and for merchants to optimize product performance and improve service pattern.[Method/Process]This research firstly utilized semi-structured interview to obtain the key incidents about information encountering in Mobile Internet.Second,Nvivo11 software was introduced to make coding analysis.After the conceptualization and categorization for the relationship among free nodes,22 tree nodes and 7 core tree nodes related to information encountering influence factors were determined.Finally,by analyzing the questionnaires,the weight of each dimension of influence factors which were used to represent its degree of importance could be obtained using entropy weight method.[Results/Conclusions]In the mobile environment,information encountering in the whole process was influenced by 7-dimension factors including individual factor,tool,temporal-spatial circumstance,information,network environment and society environment.In the earlier stage of information encountering,the factor of tool had largest effect.And in the middle and late stages,the factor of information was most noticeable for information encountering.

[Purpose/Significance]This paper aimed to explore the rule of word-of-mouth (WOM) propagation in social networks,and to provide a decision reference for modern enterprises.It is of great significance to perfect the theory of network propagation.[Method/Process]Based on the classic propagation model,this paper considered the timeless of WOM and the hedging effect of positive and negative WOM,constructed a discrete model of social network WOM dissemination,and analyzed the rules of WOM propagation.Then,through the simulation experiments,the influences of the network topology and the degree and proportion of the initial propagation nodes on the spreading process were discussed respectively.Finally,under the constraints of enterprise publicity costs,the control strategies of negative WOM diffusion in social networks were proposed.[Result/Conclusion]Results showed that increasing the proportion of individual who propagated positive WOM was preferred in homogeneous networks;whereas,choosing a medium with high influence power to disseminates positive WOM was the priority selection in heterogeneous networks.

[Purpose]Online public opinion could affect the credibility of the government resulting in image crisis,so governments should actively communicate with the public to respond to public opinion.Response strategies is what government speak to public in online public opinion events,but there is a lack of in-depth discussion.[Method]Based on the crisis situational communication strategy,64 cases of typical online public opinion were collected through the People.com and other web sites,and the government's response strategies were analyzed by content analysis.[Conclusion]The conclusion was that the governments adopted appropriate strategies in line with SCCT theory,and there were some new response strategies used by governments responding to online public opinion.

The rapid development of artificial intelligence technology has been increasingly applied to the research and practice of smart libraries.Realizing the intelligent service of intelligent service robots in university libraries could effectively improve the service efficiency of university libraries and provide a feasible reference case for the construction of smart libraries.Using speech technology,quaternary microphone array,speech knowledge base,robot motion control and other technologies,the library of China University of Mining and Technology was taken as an example to design and implement the intelligent service university library robot,and to explore new ways for intelligent service robots to provide intelligent services.Practice proved that intelligent service robots could realize intelligent services such as voice interaction,intelligent consultation,information broadcast,route guidance,etc.Providing readers with intelligent interactive experience and innovating the intelligent service mode of university libraries was an important exploration for the development of university libraries in the direction of intelligence.

[Purpose/Significance]In order to promote smarter and more efficient smart city construction of China in the context of big data,this article conducted a comparative analysis of the smart city construction in China and Singapore.[Methods/Processes]Using field surveys,document collection,and comparative analysis methods,three aspects of smart city construction:smart government,smart transportation,smart medical care are selected to analize the characteristics and differences of China and Singapore.Then proposals for the construction of smart cities in the context of Chinese adaptation to the era of big data are offered.[Results/Conclusion]Through comparison,the research has found that Chinese smart city construction has achieved certain phase results,but compared with Singapore,the actual achievement has yet to be improved.In terms of smart government,China needs to strive to break the barriers of cooperation among departments.In terms of smart transportation,the improvement in techniques of data mining and utilization should be made.In terms of smart medical care,it's important to accelerate the integration of digital platforms.

From the perspective of content classification of articles pushed by the WeChat public platform of "Constructing World-class University" libraries,the paper carried out the article topic communication research.Firstly,Latent Dirichlet Allocation(LDA)model in machine learning was introduced to cluster the topic of these articles.Afterwards,a quantitative analysis for the communication effect of different topics was conducted through a targeted algorithm(Topic Communication Index,TCI).And from the perspective of information acceptance and identification,the paper tried to analyze the causes of differences in the communication effect within the topic.Finally,according to the conclusions of this study,suggestions were put forward to promote communication effect of WeChat public platform.

[Purpose/Significance]University affiliated think tank is a special kind of new type of Chinese think tanks.Think Tank is a valuable asset for a country.It is an important and active issue that how to develop university affiliated think tank.[Method/Process]In this paper,2017 global university affiliated think tank list was analyzed using the website survey method and literature research method.[Result/Conclusion]In this paper,cooperation pattern of top university affiliated think tanks and university libraries was analyzed.The features of domestic university affiliated think tanks,and difference between domestic think tanks and foreign think tanks were investigated.The opportunities that the development of the university affiliated think tank brings to the library were also analyzed.

In order to enhance domestic scholars' understanding of cognitive fit theory,the paper reviewed the literature based on the core concept of cognitive fit at home and abroad,and found that the evolution of the theory could be divided into three stages:the basic model of cognitive fit,the extended model of cognitive fit,and the distributed model of cognitive fit.Since the basic model of cognitive fit only considered the impact of the match between task characteristics and problem representation on the problem-solving performance,it was suitable for the routine information processing tasks for the problem solvers with low cognitive load.When applying the model,it was essential to select the representations of the problem according to the task,to measure another dimension after manipulating one dimension of the problem-solving performance,and to describe the fitting situation with a multivariate fitting relationship.The extended model of cognitive fit further considered the role of the individual and environmental factors of the problem solving on the problem-solving performance,so it was suitable for the professional fields that require more cognitive resources or cause greater cognitive load.When employing the model,researchers needed to pay attention to the boundary and validity of the model expansion by means of theoretical research,and to investigate the fitting relationships of the extended model with the task as the core.As the distributed model of cognitive fit further deconstructed and developed the basic research framework of cognitive fit theory,it was suitable for the highly specialized fields which need to simultaneously study the cognitive process and the problem-solving performance.It was necessary to comprehensively utilize various measurement methods when the model is applied.

In order to help the academic community to fully understand the application and development of flow theory in the field of information system and provide guidance for further research and application of the theory.This paper retrieved and sorted out relevant research about flow theory in the field of information system,summarized the research achievements,existing problems and future research directions worthy of attention.It found that the researches mainly focused on five aspects:the measurement indicators of flow,the influencing factors of flow,flow influence on users' use and purchase behavior,flow experience's impact on users' information system performance,and flow problematic internet use.There were some problems in existing researches,such as "The flow measure lacks objectivity","lack of attention to the negative impact of flow" and so on.Exploring how to reduce the negative effects of flow and the impact of emerging technologies on flow etc would be the future research directions.

In order to help scholars to gain an insight into the research progress of papers based on resource dependence theory and make better use of the resource dependence theory to solve the problems in the field of information system that have not been solved.This paper conducted a detailed literature review of researches based on resource dependence theory,summarized the results and shortcomings of the existing researches pointed out and future directions.Through the summary,it found that the researches mainly focused on three research aspects:the application of resource dependence theory in the information technology's influence on organizations,researches on influencing factors of information system's adoption that were based on resource dependence theory and researches on influencing factors of information sharing based on resource dependence theory.There were some problems in existing researches,such as "researches is mainly confined to manufacturing industry","few literatures analyzed data on time dimension" and so on.Research on the impact of diverse culture,subculture and organizational culture on the different adoption of organizational information systems,the impact of information technology on the performance of government,educational institutions and other service organizations etc.were the fields of concern for the future study.

In order to help the academic community to fully understand the application and development of Illusion of Control theory in the field of information system,this paper reviewed the relevant literatures and finds that the researches mainly focused on two aspects:the influence factors and mechanism of illusion of control,illusion of control and its influence.There were some problems in existing researches,such as "studies have not deeply explained the causes of control illusion","studies had not proposed corresponding solutions to the negative effects of illusion of control" and so on.The valuable research directions included "in-depth analysis of the internal mechanism of control illusion in the field of information systems","how to reduce the negative impact of control illusion and how to exert its positive impact","applying control illusion theory to new fields and scenarios" and so on.
