This article interpreted the Taiji philosophy,pointed out the essentials and objective requirements of the coordination between the open data and data security policies.From the perspectives of holographic unification of the universe,harmonious theory of unity of opposites,endless movement view,the paper interpreted the enlightenment of Taiji philosophy on the coordination between the open data and data security policies.Based on that,the hyper cycle evolution process of the coordination between the open data and data security policies in view of the Taiji philosophy was put forward.

[Purpose/Significance] To explore the impact of Internet users' information needs on the new E-Commerce model in the Internet Plus era.[Method/Process] Through the method of literature analysis,this paper summarized the new characteristics of Internet users' demands in the Internet Plus era,combined cases analysis of online retailers' developments and summed up several modes under the new situation.[Result/Conclusion] Combing the new tendency of users' needs,this paper put forward some proposals of the E-Commerce model's construction.By introducing government,universities and research institutions,also individuals(users)as the three main bodies,with the online supplier jointly,to set up a collaborative model with the features of individual needs,intelligent production and socialization service.

E-Government Service(EGS)is an innovative application of information communication technology on public service provided by the authorities to the citizen,enterprices and other stakeholders,and also an important approach for the public to participate in resource integration and realize value co-creation.Driven by the dual forces of information technology and citizen's demand,the logical premise and further,the meaning of EGS has changed.Therefore,it is necessary to renew the concept.Taking the matter from the evolution of dominant logic on public service,this study proposed the EGS' concept based on the service dominant logic.Combining with political-administrative system and activity theory,this study built a conceptual model of EGS,including the key elements:input,inner input,output and feedback.These key elements and EGS' basic features were analyzed.The possible future research direction was pointed out,hoping to offer inspirations and references for theoretical study and social practice.

[Purpose] With the development of ubiquitous network,content and pattern of information organization will change.In order to make the process of information organization more standard and orderly,the information organization mechanism in new network should be researched in depth.[Method] On the base of analysis of targets of information organization in ubiquitous network,through the discussion the elements affecting the process of information organization in ubiquitous network and the relationship among the elements,this paper set up the framework of information organization mechanism in ubiquitous network,and researched these elements.[Conclusion] This paper considered that information organization mechanism in ubiquitous network was composed of four elements:standard construction,management supervision,technical support,and user participation.The four elements were closely combined and complement each other to serve the activities of information organization in ubiquitous network.

The "Sleeping Beauty Paper" is likely to be a significant milestone sometimes in the process of scientific research.Many of the Nobel Prize winners' early papers were also the "Sleeping Beauty Paper".In this research,several authors of the "Sleeping Beauty Paper" and "Prince Paper" were interviewed by e-mail about the citation of the zero-cited papers and the process of awakening the "Sleeping Beauty Paper".This research was trying to reveal the inner relationship between the two and provide reference for identifying the excellent papers.The main conclusions included:reasons for the "Sleeping Beauty Paper" were the author's modesty,instability of the team and other factors;the "Prince Paper" was mostly a highly cited paper.

[Purpose/Significance] It is of great theoretical significance to study the development trend of public opinion in emergent infectious diseases,which can provide reference for making public opinion guidance strategy.[Method/Process] The paper first constructed the index system of microblog public opinion and evaluated the weight of each index based on the information entropy,and then classified the obtained public opinion heat trend,on the base of which,it established the public opinion heat trend prediction model of emergent infectious diseases bases on BP neural network.Taking Sina microblog as an example,it analyzed the public opinion heat data of "MERS virus" to predict the development trend of the emergent infectious disease event,and verified the feasibility of the model.[Result/Conclusion] The experimental results showed that the model could effectively predict the trend of public opinion in emergent infectious diseases,and then provide decision support for public opinion control.

A theoretical model based on the "cognition-affection-conation" framework was built to explain the influencing factors on members' continuance intention in online user communities,which proposed that members' cognitions about website,individual,and group in an online user community influenced their affections(social presence and community identity),and then contributed to members' continuance intention.329 questionnaires from smartphone user communities were collected and the PLS structure equation model was used for data analysis.Result shows(1)about website,perceived information quality and perceived website interactivity had positive impacts on social presence;(2)at the individual level,perceived social enhancement and perceived self-efficacy had positive effects on social presence;(3)at the group level,both perceived similarity and perceived trust had positive effects on social presence and community identity;(4)social presence and community identity improved members' continuance intention.

[Purpose/Significance] To research the influence of Propagation of false public opinion under the government intervention.[Method/Procedure] Firstly,based on individual heterogeneity,the masses were classified and the state transition relations among various masses were analyzed.Then,utilizing Bass model,the mathematical model was built for diffusion of false public opinion under intervention of government.Furthermore,the logical relation of mass state transformation was constructed by Multi-Agent technique,which simulated the law of the Propagation of false public opinion.Finally,the influence for state transformation of mass behavior was analyzed through governmental intervention time and intervention intensity.[Conclusion/Result] The prediction method was feasible by theoretical modeling and simulated analysis.The above theory research could make government accurately grasp Propagation law of false public opinion and provide references for government to make related policies

[Purpose/Significance] Nowadays,the cooperative network has become a hot topic that researchers are focusing on.However,the traditional network analysis method is only suitable for depicting relationship between two partners.It is of practical significance to deeply analyze cooperation among multi-partners and its evolution mechanism in real world.[Method/Process] By introducing hypernetwork theory,the paper proposed an evolution model with vigorousness and dormancy effect.And then the influence of two driving mechanisms including random and preferential selection was discussed.The simulation results showed that the distribution of node hyperdegree followed power law distribution driven by preferential selection.On the other hand,the distribution of node hyperdegree followed exponential distribution driven by random selection.[Result/Conclusion] Selecting real cooperative network data for empirical analysis,the empirical results were consistent with the simulation results.Thus the theoretical model could provide valuable information for depicting the real cooperation network.

[Purpose/Significance] Based on the technology acceptance model,this paper constructed the research model of audience's trust to study the influencing factors of audience's trust of news feed ads.[Method/Process] A total of 196 valid questionnaires were collected by questionnaires method,using SPSS17.0 and AMOS17.0 combined with structural equation model for empirical research to provide data support for the related hypotheses.[Result/Conclusion] The empirical results showed that perceived ease of use,perceived precision,perceived risk and subjective norms had significant effects on audience's trust,and perceived ease of use significantly positively affected perceived usefulness,perceived usefulness significantly positively affected behavioral intention,trust positive impact on behavioral intention,and perceived usefulness had no significant effect on trust.[Limitation] The representativeness of the sample needs to be improved,and the universality of the model needs to be further verified.

[Purpose/Significance] Health information risk and user privacy protection are important topic in the age of health big data and mobile health.Examining individuals' adoption of mobile health management services from privacy calculus perspective is of great importance.[Method/Process] Based on the characteristic of mobile health management services and related literature review,the influence of information privacy and privacy calculus on user adoption was largely explored.And conception model,questionnaire survey and Structural Equation Modeling were employed to validate hypothesis relationship.[Result/Conclusion] Here were some useful conclusions drawn from the empirical research.The behavior intention of mobile health management services was significantly affected by trust and perceived benefits.Although privacy concern did not have significant and direct influence on behavior intention,it did not mean that information privacy was not important.Perceived benefits was significantly affected by perceived privacy control,and privacy concern was significantly affected by perceived privacy control and general privacy tendency.In summary,the paper was helpful for understanding the user attitude toward information privacy and its influence on behavior intention in the context of mobile health,also had implications for the management practice of mobile health management service providers.

[Purpose/Significance] Application of z-index to institutions evaluation aimed to explore new perspectives and methods for scientific and rational evaluation η of institutions.[Method/Process] In this paper,the z-index hat was used to calculatet the h-index,the p-inedx,the number of articles,the citation frequency,the average citation frequency and the consistency term of core institutions in muscular dystrophy.And the relevance was analyzed.The paper used an empirical study to analyze the effect of z-index in institutions evaluation.[Result/Conclusion] Results showed that z-index was a measure that combines all three attributes,namely,quality,quantity,and consistency into a single number and was high sensitivity and stability.However,this paper found that z-index had also disadvantage such as low citing long tail seriously affects the size of z-index,the increased citation of high core papers would have a side effect on the z-index and ignoring the role of other forms of scientific research such as patents,which laid the foundation for future research.

Based on the conception of network government information under we-media background,the characteristics of government affair information dissemination were summarized,applying DEMATEL method the relationship among influencing factors of network government information dissemination in the we-media environment were analyzed.And then key influencing factors were identified and corresponding suggestions were proposed.The results showed that:the social network characteristics and the communication bodies Number were the most important factors that affected the communication of network government information.Forwarding behavior,government input,external interference,content quality and comment behavior were the key factors that affect the communication of network government information.

[Purpose/Significance] With the rapid development of information technology,netizens express and communicate opinions through the mainstream medias and the we medias.In order to set up virtuous information ecology circle,it is important to analyze the influence that medias exert on the dissemination of network public opinions.[Method/Process] Based on grey correlation theory,this paper selected the hot issues which evaluated by authority organization to analyze the relationship between the medias' influence and the hot degree of network public opinions.[Result/Conclusion] The results showed that the medias' influence on the hot degree of network public opinions kept pace with technology development.And different type of medias had the similar influence on the dissemination of network public opinions.It is a trend for the media companies to integrate different type of medias to disseminate news and public opinions.

Based on the S-O-R framework,The continuance use intention of users to obtain the government's open data through the government data open platform was discussed.The fuctional and social attributes of government data open platform and the conditions of flow was used as the environmental stimulus,thus affecting the user's continuance use intention.And then its rationality was validated through the research of demonstration.Finally,the results showed that environmental stimuli and conditional factors affected on the user's continuance use through user flow experience.

[Purpose/Signficance] As a new way to evaluate academic achievements,Altmetrics is gradually rising and playing an increasingly important role.Current Altmetrics researches are more based on Article-Level Metrics,less involved in academic books.Since it has not yet a perfect evaluation system of traditional books evaluation,timely introducing Altmetrics has its practical significances.[Method/Process] According to academic books online influence process progressively which included search before reading,reading intention,reading and using,evaluation and feedback,a framework of four levels can be stratified for Altmetrics indicators.It reflected the whole gradual process of academic books influence from communication and accession to utilization and feedback.[Result/Conclusion] The framework not only could cover the breadth of academic books Altmetrics indicators but also the depth of academic book influence by the difference between indicators.It could organically constitute the hierarchy of academic books Altmetrics evaluation.

The academic books of foreign languages have higher academic value for the teaching and scientific research activities of universities.The evaluation of the foreign language scholarly electronic books can fully reflect its influence.This paper utilized Altmetrics and traditional citation evaluation model synthetically,with Bookmetrix,definitely to explore the performance of different disciplines of academic electronic books(taking Chemistry and Social sciences as examples),the correlation and consistency of bibliometric indicator(Citation)and Altmetric indicators(Mendeley Readers and Cownloads)were quantitatively analyzed,and nonparametric tests were carried out on the difference of citation,reader counts and download.It found that:citation,Mendeley readers,downloads with higher coverage rate,by Mann-whitney nonparametric test,chemistry and social sciences of foreign language scholarly electronic books were not significantly different from the number of readers,but the downloads of the two had significant differences.The correlation between the citation of and the number of Mendeley readers of chemistry books was significantly higher than that of the social science books.

[Purpose/Significance] This paper reviewed the domestic research achievements on data curation over these years,combed the subject and content,summarized the characteristics and shortcomings of the study,and explored the key study fields worth of attentions and expansion in the future.[Method/Process] This paper used the methods of content analysis to analyze and summarize the papers,which were selected from CNKI and Wanfang database,and discussed the key study fields worth of attentions and expansion according to the life process and management rules of data curation.[Result/Conclusion] The domestic data curation research topic was mainly focused on six aspects:data curation basic theory and phenomenon;data management method,tool,technology;institutional repository for data curation;education and training of data curation personnel;data curation services of the library and information institutions.Although the studies were developing in depth,there are still some key study fields,such as the standardized basic knowledge system,the policies,regulations and standards,safety,talent,quality,performance management of data curation.

[Purpose/Significance] This paper/significance on China's information behavior research literature analysis,research aimed at understanding the context,characteristics and development trend of our country's information behavior,information behavior research data support.[Method/Process] With Cite space included in the CSSCI database for information behavior research,analyzed the data from time distribution,the authors and institutions,knowledge base,research hotspot and frontier,and visualization.[Result/Conclusion] Study on China's information behavior was currently in rapid development stage of transition to break through the bottleneck of the research topic gradually emerged from the focus to the development of differentiation,and then drew the following trends:the research subject development and research paradigm to social inclination,the basic theory and the system tends to improve the cooperation and innovation of the horizon.

[Purpose/Significance] The study on self-citation of journals plays an important role in analyzing the research interests of journals and evaluating the quality of journals.[Method/Process] In this paper,it analyzed many metric data of social science journals included by JCR-Social Science Edition(JCRSSE)in 2012-2016,compared the metric data(especially self-citation)of journals from Brics countries with the international high-impact journals.It also analyzed the influence of the self-citation on the impact factors of these social science journals.[Result/Conclusion] The results showed that both impact factor and self-citation rate of the international high-impact journals were much better than those of Brics countries.The results also indicated that the Chinese journals included by 2014 JCRSSE had higher impact factors than those from other Brics countries.The self-citation rate of Chinese journals was lower than those of journals from Brazil,South Africa and Russia.

[Purpose] The paper exposed risks,causes,and countermeasures of big data mining in the iterative development of artificial intelligence.It would help to build an ecology chain of intellectualized synergistic innovation.[Methods] The article classified many risks in big data mining,which included infringing data property in the course of intellectualized data collection,changing data anonymization in drawing the outline of relevance,disrupting dynamic equality by the shortage and loss of the black box,striking the free will by algorithm decision-making mechanism,and suggested data mining principles and countermeasures.[Results] Different controlling ideas and varied management abilities of participants,complicated and diversified interest requirements,and the correspondent lagging policies and laws,brought above risks.It was necessary to abide by big data principles,such as equal participation,high quality inputs,complete deletion,and fair running;enrich provisions for data property right,improve rules of data privacy,define the mining qualification and the entrance criteria for public powers,promote the integrative international scheme about cross-border data mining,and perfect relative remedies,etc.

[Purpose/Significance] It is of the importance to establish the comprehensive network centrality index to objectively master the status of network nodes,and adjust virtual enterprise coalition tactics.[Method/Process] By using social network theory as the base point and regarding enterprise coalition as complex social network,this paper analyzed social network centrality attributive characters with degree centrality,closeness centrality,and betweenness centrality as the evaluation index,and used TOPSIS method to make multi-attribute decision-making and research on network centrality of virtual enterprise alliance members.[Result/Conclusion] By overcoming the limitation of sole index,this research provided a new method for inspecting the status of enterprise coalition network nodes and provided relative countermeasures and suggestions for virtual enterprise coalition.

The study on knowledge exchange in academic virtual community was combed,in order to lay a solid foundation for the academic community to accurately grasp the research dynamics.Thus,it summarized the domestic and foreign researches on knowledge exchange in academic virtual communities from three aspects:the study on influencing factors,the work on the evaluation,and the research on promotion strategies knowledge exchange in academic virtual communities,and the promotion strategies of knowledge exchange in academic virtual communities.However,based on the present work,it was found that there were still some problems that needed to be solved in current research,such as the lack of studies on the influence of membership types of academic virtual communities on knowledge exchange in academic virtual communities,not taking the influence on environmental variables and errors while evaluating knowledge exchange in academic virtual communities through one-stage data envelopment analysis.Further probes of the possible impact of membership types on knowledge exchange in academic virtual communities,the influence on other community characteristics,like research groups,on knowledge exchange in academic virtual communities,and the promotion strategy of the effect of knowledge exchange in different development stages of academic virtual communities were the areas of concern for the future study.

[Purpose/Significance] In response to the dilemma facing the government information disclosure,it is necessary to conduct a comprehensive assessment and reflection on the research in the field of government information disclosure,promote the development of future research and provide feasible solution to the reality.[Method/Process] This paper used systematic literature analysis to code and analyze 423 articles which were published in China from 2007 to 2017 for the first time.Then it refined the theme framework of domestic government information disclosure research which is composed of seven parts:the users,the way of information disclosure,environmental factors,types of usage,technical standards,effects and assessment;Summarized the existing theories,models and shortcomings in the research field,and responded to the divergence of domestic research.[Result/Conclusion] This paper found that although the current research was developing rapidly,there were some problems such as the lack of application of empirical methods,the repetition of research contents and the lag of theoretical construction.Based on the "supply-demand" perspective,put forward suggestions on how to balance the development of the theme and summarized the Chinese experience,and constructed a possible framework for future research.

[Purpose/Significance] The research of think tank has become a hot topic in the research of information science,as an important decision making way of think tank,group decision making should attract more attention.Review of the existing research results abroad helped to understand the hot spots and deficiencies in the field,which provided reference for the research of the subject in China.[Method/process] Using the literature survey method,the web of science database included in the literature as the research object,the foreign group decision-making research content was sorted out and analyzed.[Results/Conclusions] The research showed:Foreign research on group decision had made certain research results,the current research focused on the research of influencing factors,the research of decision-making method and the decision-making process three aspects.On the basis of learning from the research results of foreign countries,this paper put forward some suggestions and countermeasures for the study of group decision-making in China to strengthen the theoretical research,improve the method system and refine the process research.
