[Method/Process]Macroscopic considering the rule of scientific knowledge production,the behavior of research data publication,and analysis of practical difficulties in detection and judgment of scientific research data falsification and its reasons as well.[Result/Conclusion]The paper proposed the possibilities to apply a practical intelligence strategy based on the scientific research data fraud judgment information constraints analysis,classification,measurement and risk model building.The paper also further discussed the possible paths for technique implementation of this assumptions.[Purpose/Significance]The conclusions and results could be reference to improve the research integrity information collection,measuring intelligence engineering system.

Based on analysis of the laws and regulations related to information publicity in 34 European countries,the current article made a comparative study on the scope of materials exempted from the right to information,After which the article analysed the commonalities and difference among the scope of materials exempted from publicity,then tried to find reasons for the existence of the difference according to the context of different countries.Finally,it offered some suggestions to perfect the domestic work on government information publicity.

[Purpose/significance]This paper studied the eco-chain model of tourism information service and its collaborative management based on the information ecology perspective,so as to provide reference for improving the quality and efficiency of tourism information service.[Method/process]Firstly,it discussed the basic concepts and characteristics of tourism information service eco-chain,and then it analyzed the constituent elements of tourism information service eco-chain and constructs the model.Finally,the collaborative management of tourism information service eco-chain was discussed from two dimensions of inside the chain and between the chains.[Result/conclusion]This paper studied the ecological chain model of tourism information service and its collaborative management,so as to provide reference for improving the quality and efficiency of tourism information service.

An effective management of data assets is an inevitable choice for enterprises to carry out large data applications as well as to realize data operation transformation.The paper took the information ecology as the basic idea,started with the dimensions of data quality management,combined them with the actual situation of enterprise data asset management,constructed an information ecology model which is suitable for enterprise data asset management,and then divided the tasks and goals of the relevant roles into functional categories,distributed the role of data asset management in a reasonable way further;At the same time,it analyzed the operational mechanism and specific function of the data asset management information model,aimed to improve the efficiency of enterprise data asset management and to dig into the value of data assets,finally it solved the operational problems at the hidden and operational level.

With the development of social media,the online rumors flood.Rumors not only have a negative impact on the image of individuals and organizations,but also disrupt the public mentality and affect social stability,so the governance of online rumors is extremely urgent.Online rumors like the virus in online environment.Based on the immune mechanism of human,the paper constructed a multi-level,multi-gateway,multi-system online rumors defense system,and also explored the mechanism of online rumors' immune system.

The on-line sentiment analysis of network topic plays an important role in the evaluation and management of public opinion.The current topic and sentiment models have a problem that the relationship between the topic and sentiment is not closely,which likely cause the deviation of sentiment mining and misjudgment of public opinion.This paper introduced the sentiment parameter into OLDA model and proposed a On-Line Topic and Sentiment Combining Model (OTSCM) based on sentiment genetic.This model made the topic and sentiment distribution of the t-1 time slice as a priori of the topic and sentiment distribution of t time slice.By constructing the topic and sentiment evolutionary matrix,the document-topic,topic-word and topic-sentiment 3 distributions were generated.The cross entropy method was used to calculate the similarity between the topic distribution of the t time slice and the t-1 time slice for getting the evolutionary result of t time slice.At last,OTSCM were validated on 5 data sets and compared with other state-of-the-art algorithms.Experiments showed that our approach had better performance.

[Purpose/significance]It is important for information encountering research to clarify the position of information encountering in the framework of information behavior and further discuss its theoretical base.[Method/process]This paper analyzed the typical concepts and models of information behavior and encountering,and then discussed the location of information encountering in the framework of information behavior and the connections with other information behaviors.From the perspectives of procedure and influence factors,this paper demonstrated the theoretical base of information encountering with introducing some specific research works.[Result/conclusion]Information encountering not only performed as a vital component of information behavior with information retrieval and search,but also had cross part with them.Current researches about information encountering could be elaborated from the cognitive science,e.g.,nonlinear theory,relevance learning theory,meaning building theory,and psychological theory,e.g.,self-equivalence theory,etc.

This article overviewed the concept,types,characteristics,importance,the current situation and the insufficiency of the grey literature,as well as the definition,causes and consequences of the publication bias were introduced.In scientific research,if the white literature was included uniquely and the grey literature was excluded,the positive research results would be exaggerated,leading to decision-making mistakes.In order to reduce the publication bias,to ensure that the evaluation results more comprehensive and objective,it was suggested that the grey literature should be included in the scientific research.

Through the analysis on the content and development path of Haier knowledge management,the main characteristics were summarized from the aspects of management process,incentive mechanism and implementation efficiency.Aiming at the main problems of innovation knowledge management in the traditional linear enterprises,the paper put forward some suggestions on how to optimize the platform structure and management goal,transform the leading force of knowledge innovation and improve the service quality of knowledge innovation to provide beneficial advice for the enterprise knowledge management.

The importance of Recommender systems is becoming more and more to readers by providing personalized recommendations.The existing recommendation algorithms that focus on recommendation accuracy will misguide readers to a few hot books,thus creating many long-tail books.As a result,the excessive concentration of reader interest is unfavorable for excavation of potential points of interest.The paper proposed a reranking user-based collaborative filtering algorithm,which generated a new recommendation list via reranking of TOP-N on the original list.The experimental results showed that this algorithm could greatly improve the diversity of the final recommendation list at the sacrifice of certain accuracy.This algorithm helped readers to know more previously unknown fields as well as the borrowing of long-tail books.

The accumulation and structure of technical knowledge have important influence on the regional innovation and industrial development.Mastering the regional knowledge structure can help the region to further explore the knowledge ability,seek the bridge between different knowledge bases,and stimulate the formation of new industry.This paper proposed to combine the ALP-DM and DG method based on the ISI-OST-INPI classification to generated the IPC-industry Concordance which is suitable for the Chinese patent database,classified the regional patent data according to the Concordance Table,and then used the natural logarithmic radar map and the proportion radar map to visualized a region's knowledge structure from two aspects:amount and Competitiveness.With this method,the paper collected the patent data of 33 provinces and Municipalities in China,and analyzed the characteristics of knowledge structure in different provinces and Municipalities.It found this method could effectively display the regional knowledge structure and associate it with the regional industrial economic policy.

This article constructed a self-adaptive information service system model based on contextualized user preference under the environment of mobile social network,proposed a self-adaptive service discovery program in a mobile social network.Research done in this study was to solve the delay problem of mobile social network information service discovery and recommendation,realize efficient information recommendation based on mobile social network,all of which could help manage information service resource and knowledge resource of mobile social networks in a scientific way.

The construction of the unit information knowledge base is helpful for the representation,organizing and using of knowledge.It provided a high-quality services for users.[Method/Process]This paper introduced a method of building the the unit information knowledge based on ontology,designed the overall architecture of the knowledge base and the unit information ontology,put forward the process of data construction.And it took the "Yangsheng" as an example to realize the construction of the repository.[Results/Conclusion]The unit information knowledge base could better organize,storage and use related unit information knowledge,provided knowledge retrieval and knowledge discovery services to achieve effective access to valuable information from mass data.

[Objectives/Significance]Targeting at the competitive intelligence demand of small and micro enterprises' scientific and technological innovation,a competitive intelligence service system based on multi-resource integration,multi-agency linkage and multi-information sharing was build.[Methods/Procedure]Starting with the competitive intelligence demand of technology-based small and micro enterprises,this paper constructed a kind of multi-resource sharing competitive intelligence service system,which is supported with big data,Internet Plus,and "knowledge,technology,economic" spillover network.The paper made the utmost of the regional and academic advantages of university,and took the university library as the central service center.[Results/Conclusion]Combined with the construction of intelligence service system of small and micro enterprises which was driven by university library,the operation model basing on offline data fusion and online collaborative was investigated.

[Objective]With the development of science and technology,more and more attention has been paid to the phenomenon of network development.How to identify the views of people in the large information online has become the focus of attention of the researchers,the online people's viewpoint is regarded as the main idea of the online text,which is the soul of the network information.It is very important to identify the viewpoint of characters online in the massive information.[Methods]This paper analyzed the viewpoint of network character's viewpoint from the perspective of text analysis on the basis of previous studies.This article was processed by using the corresponding algorithm,and then through the distance between the sentence words,lexical tagging and lexical relationship to achieve the identification of verbs and opinion holders,in order to realize the recognition on network people's viewpoint.[Results]It realized recognizing the opinion of people in the network based on the previous research.The final results of experiment showed that the characters of opinion recognition would be effectively improved by eliminating the anaphora and expanding the opinion holders.

SOLOMO is a new type of social communication network that integrates social,local and mobile services,which is an important driving force for the future development of the Internet.SOLOMO means the arrival of ubiquitous knowledge environment,which profoundly affects the ways in which knowledge is created,spread,and utilized.Based on the analysis of the characteristics of information resource construction in SOLOMO environment,in the article,the collaborative construction of information resource was regarded as the fundamental way for the third generation library to realize information interconnection and sharing in the ubiquitous knowledge environment.The content of collaborative construction of information resource was deeply researched from the angle of library and users,library and library,library and other institutions on the information supply chain,in order to enhance the resources supply capacity of library,which could provide users with interconnected,efficient and convenient information resources in ubiquitous knowledge environment.

Video resource management system is a platform of video resource publishing and management,it provides video resource sharing services and long-term preservation services for users.Tsinghua University library has designed and used the video resource management system,the functionalities of the system mainly includes video resource upload,metadata cataloging,transcoding,release,preservation and roles management module.There are some kinds of resources,including students original works,celebrity lectures,humanities courses and video,etc.The system has taken the role of authority control,independent management and presentation for each department,the applications of the system has achieved good results.In the process of designing and applying video resource management system,it's essential to have a clear understanding of video resources and its metadata,and take good advantage of resource management system,effectively integrate,publish,share and preserve valuable video resources.

Based on the foreign trade agency system,the legal status,rights and obligations of the agents in the process of the introduction of foreign digital resources are analyzed to help the library to understand the authority and functions of agents from the perspective of institutional arrangements.This paper analyzed the legal risks that may arise from the lack of important agency contracts between the library and the agents,and clarified the legal obligations of the agents in the legal dispute between the library and the press.It is suggested that the library should re-examine and understand the role and status of the agents and form a new type of cooperative partnership in the process of jointly opposing the monopolies of foreign publishers and avoiding the legal risks of international trade.

[Purpose/significance]The process of new media,social,mobility and the enrich and extend for time and space constantly inspired the evolution of user's information requirement and information behavior.The original mechanical interaction to obtain information gradually by the emotional interactive and interactive wisdom replaced by the profound change of value orientation of the user's information needs and information behavior.[Method/process]In order to effectively grasp the change trend of user's information demand and information behavior under the new media environment,the value orientation of the new features,this study used the deductive and inductive method mining the information needs of users,the new changes of information inquiry behavior,and the concept of it.[Result/conclusion]The research results showed that under the new media environment,the user's information demand presented a multi-dimensional and muti-dimensional evolution,and the value of user information behavior tended to the scene interactive experience.

The paper took the awarded achievements of national prize for progress in science and technology from 2001 to 2015 as the data sources,to study the evolution mechanism of the scientific cooperation network.The result showed that the total number of projects was tend to increase on the whole in the past years,Scientific cooperation has been widely spread across institutions,and the level of collaboration continues to reinforce;There were some institutions which were at the center of cooperation network.At the same time,the main causes of institutional cooperation were the guidance of national policy,social demand,specialized institutions,rules and principle of least effort,and Matthew effect.

As a rapid development of interdisciplinary research field,Micro government has formed a preliminary knowledge of the system.The methods of bibliometric and data analysis (based on Cite Space Ⅲ) were used on journal articles about the theme of micro government in the WOS and CNKI from 2010 to 2016.Research stage and development sequence,schools and subjects,topics and methods of domestic and foreign micro government were comparatively analyzed by high frequency keywords time distribution diagram and network diagram,the distribution of disciplines,the distribution of journals.Finally,future research trends were proposed.

This paper analyzed 13098 articles from 4 core journals of the information science in China from 2006 to 2015 in the CSSCI database in order to reveal the characteristics of the discipline using interdisciplinary index and science overlay map visualization technology.The results showed that the frequency of discipline sources was in accordance with the power-law distribution,the relationship between information science and humanities and social science field and natural science field was very close in domestic and international in the past 10 years;The number of cited subjects in humanities and social science had not changed greatly,but the number of cited subjects in natural science had increased markedly;The cited disciplines domestic and international focused on several core disciplines which close to the information science and library science,and the interdisciplinary domestic and international showed the opposite trend,but the change was not obvious;Specifically,the proportion of domestic subjects such as information science and library science,news and communication science and international subjects such as information science & library science,computer science,interdisciplinary applications,multidisciplinary sciences had been increasing.

Through the collection of international knowledge and the construction of periodicals in the field of research,the research institutions,countries and key words were taken as the key variables to draw a knowledge map of international knowledge construction.The research found that the construction of international knowledge mainly in the United States,China and British universities;knowledge construction hot research field mainly focused on four aspects to construct the essence and form of knowledge construction,knowledge construction model,teaching practice and knowledge construction environment in knowledge;frontier research mainly included computer supported collaborative learning/teaching strategy/debate,/Web2.0/Wikis,social construction/higher education/science education etc.
