[Purpose/Significance] Internationalization has become the main target of Chinese think tank. The research on influence factor and its correlation of think tank internationalization influence is of great signifcance to enhance the internationalization of Chinese think-tanks.[Method/process] Based on status research of the think tank home and abroad, and combining with resource allocation of the think-tanks, analyzed influence factor of think-tank internationalization and constructed its model. Carring on the research with the method of questionnaire survey and SPSS sofware to collect the questionnaire data and analyzed it to fnd the influence factors affecting think-tank internationalization and inherent relations among them.[Results/Conclusions] The results showed that the conceptual factors were related to all other factors, research factor was closely related to organization factor, while the correlation between resource factors and communication factors was weak, but the correlation between their internal factors was strong, and funding was positively correlated with many factors.

[purpose]This paper put forward some suggestions on the problems in the field of patent information under the background of nnovation-driven development in China, and guided the development of China's patent information strategy to promote "encourage people to do business creatively and drive innovation".[Method]Firstly, it briefly introduced the patent information strategy of innovation-driven development. And then through the State Council issued the "State Council on the new situation to speed up the construction of intellectual property rights in a number of opinions" on the contents of the patent information, this paper analyzed the implementation of the domestic patent information strategy.[Conclusion]Aiming at some problems in the domestic patent information strategy, the four aspects of intellectual property information disclosure system, patent information public service platform and network, enterprise patent information support and deepen cooperation with other countries' patent information were put forward to be analyzed, And combined with the pantent powered policy analysis, we can get the patent information strategy of China.

[Purpose/significant] Research on the information security behavior intention of smartphone users can help relevant governments and institutions to provide targeted information security education and training.[Process/method] Based on the Teory of Social Cognitive, this paper proposed a research model of influencing factors of information security behavior intention of smartphone users. Te data was collected through questionnaire and validated by structural equation model.[Results/conclusion] The results indicated that perceived threat, response efcacy, locus of control and descriptive norms signifcantly affect smartphone users' intention to conduct information security behavior. Slef-efcacy has no effect on the smartphone users' information security behavior intention. As a factor of social enviroment, descriptive norms affect perceived threat, response efcacy, self-efcacy and locus of control signifcantly.

[Purpose/signifcance] To explore the formation path of researchers' citation behavior in the humanities and social sciences.[Method/Process] On the basis of integrating the perception theory and the theory of planned behavior, this paper proposed research hypothesis and theoretical model on the formation path of citation attitude, citation intention and citation behavior, and 78 research teams of humanities and social sciences in 8 universities were chosen as research samples. By using questionnaire survey, this research obtained 338 valid questionnaires. Afer that, SmartPLS2.0 were applied to test hypotheses and model.[Result/Conclusion] The results showed that literature quality and literature reputation promoted citation attitude. Subjective norm had no impact on citation intention, citation attitude and citation self-efficacy positively impact citation intention. Citation self-efficacy and citation intention promoted citation behavior.

[Purpose/Significance] To study the mechanism of competitive intelligence to enhance the soft environment of innovation, with a view to providing new ideas, theoretical basis and method suggestions for the construction of innovative soft environment, and to develop new forms and new application fields for technological innovation of key members. However, the current specific approach to competitive intelligence to enhance the soft environment has not yet found targeted research.[Method/Process] Through the study of the process of competitive intelligence and competitive intelligence activities, the main components of the sof environment and the environmental elements, exploring the possible ways in which competitive intelligence can enhance the construction of innovative sof environment among their relationships. On the basis of the above, this paper builds the action principle diagram, as a basis for detailed description of the competitive intelligence to enhance the specifc role of innovative sof environment.[Result/Conclusion] Two possible approaches are put forward:Te process of competitive intelligence can improve the level of innovation sof environment by improving the technological innovation ability of the main members of innovation sof environment; Competitive intelligence activities can improve the environmental factors of the innovation sof environment, so as to achieve the role of enhancing the innovation environment. These two methods form a unified system of competitive intelligence to enhance the innovation soft environment, which provides a new way of thinking and construction for the sof environment of innovation.

From the perspective of usage intention, this paper attempted to research on digital library knowledge linking. It summarized the fruits of research, and made some supposes and a model of usage intention of digital library knowledge linking, then it collected and analysed some data. Te results indicated that the quality of the platform, user expectations, and the quality of information were the main factors of usage intention of digital library knowledge linking. Perceived usefulness was not verifed by data.

[Purpose/Signifcance] A Longitudinal study on the evolution of rumor-refuting information diffusion in social media helps clarifying the diffusion mechanism of rumor-refuting information.[Method/Process] This paper collected the retweeting data of the rumor-refuting information about the nationwid e rainstorm which was posted by an ofcial micro-blog named@renmi nwang. Based on the frequencies of retweeting, the diffusion process of the rumor-refuting information was divided into three periods, including outbreak period, peak period, and declining period. Tis paper also constructed the evolution network of rumor-refuting information diffusion in social media and analyzed its mechanism by using Social Network Analysis.[Result/Conclusion] The main fndings are as followings. Firstly, the evolution path from the outbreak to the extinction of the rumor-refuting information diffusion in social media is found to undergo three different social networks successively as followings. Afer the rumor-refuting information is published, it will be diffusing rapidly in the poster's tight social network in a very short period time. Subsequently, it diffuses in the loose social networks between the opinion leaders and their fans. At last, it diffuses in the tight social networks among the fans of the opinion leaders and the friends of the fans until it is extinct. Secondly, the density of rumor-refuting information diffusion network is always low in outbreak period, peak period, and declining period. Tirdly, unlike rumor diffusion in micro-blog, most of actors of rumor-refuting information diffusion network have no interactions. Fourthly, compared with opinion leader of government, the rumor-refuting information posted by individual opinion leader can evoke the perceptual sympathetic response of audiences, and promote the rumor-refuting information diffusing widely.

Comparing attitudes toward online channel of non-users versus users for accessing to public government information may contributes to understand of the two feature of use intention deeply, so as to enhance the quality of government information service. A model was proposed to investigate these differences based on various IS acceptance and resistance factors. Ten PLS-SEM was employed to test the model and hypotheses. Te result of the study revealed that perceived usefulness and perceived behavioral control had positive signifcance for the adoption or use intention of non-users and users. In the pre-adoption period, perceived ease of use had more positive signifcance with non-users, and weaken in post-adoption period(users). Subject norm had more positive signifcance in the postadoption period than pre-adoption period. Resistance to change exerted a negative and signifcance effect in pre-adoption period.

[Purpose/significance]The effectiveness and value of the acceptance of mobile library scene information is the key to evaluate its service performance. The purpose of the research on the information acceptance of mobile library is to tap the user's acceptance factors of the scene information, and to realize the rationalization, order and adaptation of the user's scene information acceptance elements and their relations.[methods/processes]For this reason, this paper used the method of inductive deduction to explore the elements involved in the mobile library scene and their relations, then established the association mapping between the mobile library information acceptance elements.[Result/conclusion]Taking the mobile micro campus of Inner Mongolia University of Technology as an example, discussesed the ideas of the construction and development of the mobile library in universities.

[Purpose/signifcance] In the era of knowledge economy, as knowledge becomes an open resource, how to make use of the social network to acquire the knowledge of innovation was the key to open innovation.[Method/process]This paper clarifed the social network, knowledge collaboration, open innovation three concepts and relations of the three proposed the theory of knowledge chain, and constructed the social network effect of scale and knowledge collaborative scale, questionnaire survey and interview data obtained, explored the path of the relationship between the three by the structural equation model for empirical study.[Results/conclusion] The empirical results showed that the social network for knowledge collaboration and played a signifcant role in promoting open innovation, knowledge collaboration had a signifcant influence on open innovation, the knowledge collaboration played some intermediary role. Terefore, it was the key to improve the innovation performance of enterprises to realize the knowledge sharing and transformation of enterprises, and to construct an open and interactive social network system.

[Purpose/Significance] Building on 4R crisis management theory, this thesis analyzed and summarized the management methods of government network public opinions from the perspectives of reduction, readiness, response and recovery. Besides, this thesis analyzed the situational factors that affect the effectiveness of government network public opinions, delivering useful and practical examples for the government's response to network public opinions crisis.[Method/Process] Based on the systematic study of relevant researches on government network public opinions at home and abroad, this thesis worked out the response methods for common situation of government network public opinions and took Lijiang government network public opinions events for instance, discussing the concrete application of crisis response methods.[Result/Conclusion] As an important theoretical tool, 4R crisis management theory highly conforms to the management of government network public opinions in terms of value trends, actions goals, and cycles divides, thus it was available for government network public opinions management. Te probability, type and intensity of crisis were main factors affecting the effectiveness of government network public opinions, in this way, this thesis could draw the conclusion that the application of response methods depends on the specifc crisis situation.

In recent times, WeChat is profounding a signifcant impact on individuals as a typical internet product. In order to take full advantage of WeChat moments information dissemination function, the characteristics of WeChat moments information dissemination were analyzed, its evolution rules were presented. Considering intimacy, immunity and strategy change mechanism, the information dissemination and evolution model of WeChat moments was constructed on the foundation SIR model, and then the evolution model was simulated. At last, the impacts of receiving information probability, the immune factors and strategy change on WeChat moments information dissemination are discussed, the effective suggestions of information control were proposed.

[Purpose/Significance]This paper researched on current usability of social question and answers (Q&A) application. Took the example of Zhihu APP.[Method/Process]Based on Activity Theory, as well as research findings of usability evaluation, this paper designed the evaluation index system. And it collected data to make quantitative analysis and usability analysis according to questionnaire survey.[Results/Conclusions]The results showed that users were comparatively satisfed with usability of Zhihu APP, which performed well in its contents. While there was still a need to improve in its platform and users. In a word, availability of social Q/A application could be improved from interface layout, user research, social relationship, etc.

By analyzing the trust between users, the corresponding recommendation and other services were made.

[Objective & Signifcance] By researching the means and pattern of public opinion transmitting online in new media, the theory was expected to explore and applied to reinforcement of network public opinion supervision for relevant state departments.[Method and procedure] Based on social network analysis, by taking the Sina Weibo subjects as empirical cases, data fetched were to be utilized in analyzing the characteristics of network public opinion transmission in new media.[Result and conclusion] The research result had revealed the characteristics patterns of network public opinion transmission in new media, which provided, to a considerable extent, support in theory an practice for network public opinion transmission and supervision in new media.

This paper proposed a big data source quality evaluation and global optimization method for library, it could provide accurate and efcient big data quality evaluation results for users, and could greatly enhance the scientifc nature of large data decisions for library

With everything internet and intelligence, library traditional exhibition services are facing many challenges, and explorations of service models and methods are multiplex driven by user needs. Tis paper presented a model of exhibition service based on mobile visual search technology, and described functions of the application taken Tsung Dao LEE Library as an example. Trough analysis of the effectiveness and inspiration of the model, this application might provided a reference for the characteristic resource services of libraries.

[Purpose/significance]The problem of lack of fund in rural library construction can be effectively solved by donation-based crowdfunding.[Method/process]The paper constructed the pattern of rural library crowdfunding from the nine aspects including value proposition, support person, interactive relationship, propaganda channel, core competence, project team, cooperation department, cost structure and income source based on the osterwalder reference model, the paper took typical rural libraries crowdfunding projects as examples to validate and interpret.[Result/conclusion]The crowdfunding pattern which the paper put forward enriched and consummated the theory of rural library construction pattern, could effectively guide the practice of rural libraries crowdfunding.

As more and more libraries invest in research data management (RDM), it has become increasingly important for librarians. The paper introduced DMM to library areas, constructed a new capability maturity model for library research data management and service, which primarily formed a more complete library data capability evaluation system. And then, combined with the actual situation of Hunan academic digital library, the paper introduced the application of capability maturity model in Hunan acade mic digital teaching resource center and guided evaluation of the project and other libraries.

Researching on the integrating paths of the academic library's attendance to the publishing service can provide the reference for the practice and progress of publishing service in China. By organizing the domestic and overseas status of publishing service of academic library, this paper analyzed the necessity of developing the publishing service in our academic library from the external condition and the internal demand. It studied the effective ways to develop the publishing service in our academic library from the following 5 aspects:multiform service, choice of cooperation mode, support from the technique platform, orientation of publishing librarian's obligation, and the enhancement of publishing information literacy education. And it also promoted suggestions to the building of our new publishing service which was in accordance with the actual development.

Library is the central of Research University. Te main task of the research university library is how to organize and reveal all kinds of information resources, to optimize service process and to provide professional research support service. Te paper used the method of web survey and document analysis to investigate 10 American university libraries research support service, concluded the idea and practical experience of research supporting in foreign university libraries. American research university libraries research support not only have the same contents and forms but each has its own characteristics. Te domestic research university libraries should accelerate service transition, to focus on research user's needs and integrate whole library's resources to carry out a one-stop service for research support service.

As a new developing direction of information service of university library, in the service form、information push rate、stability、cost, etc., WeChat service has a certain advantage, and the content is relatively rich. In this paper, through literature analysis and network research, the current WeChat university library service also exist some insufcient, such as setting up at random、insufcient content innovation、lowly update、not perfect platform function、lack of promotion、readers lack of stability, etc. On this basis reserch, this paper had made some coping strategies, such as operations management, information and language organization, platform function, push strategy, stabilize the user, etc., in order to provide theoretical and reference for university library to carry out the WeChat service.

As the innovation-oriented and technology-intensive industries, strategic emerging industries in essence are innovation-driven industries. In the innovation process, as a standardized and objective document, the patent literature represents the potential of the transformation of scientifc research achievements to some extent and can be characterized as a reasonable measure of technological innovation. Tis paper studied the innovation status of Wuhan's information technology industry, from the perspective of data statistics and patent analysis. Tis paper quantifed the related indicators of the development trend of application year, the main applicants and legal status of patent. At the last, this paper summed up and analyzed the innovation status of Wuhan's information technology industry and found that the capability and level of technology innovation of Wuhan's information technology industry was high, but the scale of the main innovators is small and the innovations are too centralized, the rate of cooperative innovation was relatively low. Tese problems were not conducive to the transfer of innovation resources and innovation activities, which will restrict the innovation and development of regional industries and need to be paid more attention in the future innovative development.

[purpose/signifcance] Patent industrialization is the main form of realizing the value of patent strategy and system. Also, the implementation of patent in industries requires a good Technological Knowledge Base (TKB) and proper patent portfolio. Tis research chose 3D printing technology and its patent information as research object and explored functional mechanism of TKB towards patent industrialization based on the theory of knowledge base and thus enriched this theory.[Method/process] In the part of empirical study, this paper consummated the dimensions and definitions of TKB's indexes and fuzzy comprehensively evaluated China's 3D printing industrialization regions and technical processes based on the method of condorcet evaluation from fve different dimensions, thus to compare the patent condition and implementation potential of China's 3D printing technology among different regions and technical processes.[Result/Conclusion] It was found that a specifc technology certainly had otherness in its regional and technical TKB, judging industry development plan singly from the account of patent was obviously uncomprehensive. Te main aim was to provide decision reference frames for guiding new emerging technology industrialization in China soundly and scientifcally.

With the implementation of national big data strategy, the research of open government data has received a lot of attention. Tis paper counted 152 journal articles on open government data retrieved from CAJD, and made analysis of research trends and its hot topics in the feld. Firstly, important periodicals, influential authors and high-yielding research institutions in the feld of domestic open government data research were identifed. Secondly, fve major research themes of open government data were identifed by Co-Keywords clustered analysis method, respectively, research on the basic theory of open government data, research on open government data oriented to electronic governance, research on open government data policy, research on the guarantee mechanism of open and sharing government data, research on open government data portal platform and its privacy protection. Finally, two research hotspots in the feld of open government data were revealed.

With the method of co-word analysis, this paper took 239 articles from EBSCOhost between 2008 and 2016 as source data, extracted high-frequency keywords by SATI 2.5, and made cluster analysis with Gephi0.9.1. Te result showed that hotspots focus three aspects including "communication motivation","communication effect","online social network", and that the research of "big data" and "consumer attitude", which were parts of business intelligence analysis, was increasing gradually from 2013. Finally, it proposed subsequent research issues, which included characteristics of user -generated content, motivation of content and boundary management.

[Purpose/significance] Scientific summarization based on reference spans recognition is the common research question in study felds such as bibliometrics, information retrieval and natural language processing. By reviewing the related research achievements, we hope to provide some references for the further research.[Method/process]This paper introduced reference spans concept and presented and analyzed the latest development of areas such as reference spans recognition, summary facets classifcation and summary generation and evaluation.[Result/conclusion] At present, the methods of reference spans recognition could be put into two types, including methods based on machine learning and methods on retrieval. Tere were no uniform standards of discourse facets of abstract. Te researches on the produce of summary and evaluation methodology were still relatively lacking.
