Recently,local governments in China are now trying their best to construct digital government.However,the management and control system for Internet public opinion still needs improving.Through literature review,expert interview,questionnaire design and by using the relative theory of system engineering,a cause-effect circle diagram of management and control system for Internet public opinion was established to find out the critical focus of Internet public opinion management and control.Approach to optimize the Internet public opinion management and control was therefore offered.Results of this study could supply rational ideas for the scientific management and control of public opinions for relative operational department.

A "storm eye" model for firm's knowledge creation was constructed from SECI knowledge spiral,and then its system dynamic expressing,training and simulation was carried out.The simulation results showed that firms could effectively absorb external knowledge and conduct an internal knowledge conversion cycle in a good environment,which would result in a huge knowledge creation storm.However,the knowledge creation storm might weaken or even die out when the environment was deteriorated,or the stock of firm's knowledge declined,and or firm's knowledge transformation ability dropped.The results implied that a knowledge creation company could be to and maintain excellence only by improving its ability of knowledge absorption and conversion and preventing its knowledge from loss.

As an academic frontier in the information science and science of science,article-level metrics(ALMs) are mainly used to measure the impact of individual papers,and ALMs have some important theoretical value and application areas.ALMs research progress was interpreted and evaluated based on the methods of literature survey and content analysis.The results showed that ALMs is a more complex set of impact indicators,foreign mature four tools have their own advantages,disadvantages and features,an agreed,standardized or authoritative evaluation program have not yet formed.The credibility and effectiveness of ALMs should be further enhanced from the analysis results of empirical cases.

The power of Big Data in the world is becoming increasingly,the existing chaos effected by flexible Big Data will be more challenges.But at the same time,Big Data,which is full of crisis and opportunity,also has brought a variety of possible for the proper handling and protection of personal privacy.This paper discussed from a new perspective and philosophical thinking,taking qualitative analysis as the main method,quantitative model as a supply method.The paper focused on the timeliness of the information,and in the light of existing privacy issues one by one to explore,and corresponding countermeasures are presented.Privacy issues were not only related to the personal and more as a matter of national,good privacy awareness and smart protection technology would ensure existing privacy problems could be properly resolved.

To construct a more scientific and perfect theoretical system is the urgent task for the development of library knowledge service at present.The theoretical system of knowledge service should be based on the theory of vertical information value chain,knowledge organization theory,knowledge exchange theory,knowledge spiral theory and knowledge construction theory,from two aspects of basic theory and application theory to determine the research content and main views.The system of knowledge service theory could be tested and verified through the practice of the subject service,the service of the human library,the construction of the space and the teaching of information retrieval.

Based on the virtual communities environment,this paper elaborated the characteristics of user emergency information behavior,analyzed the necessity of the implementation of user emergency information behavior,and divided the dimensions of user emergency information behavior based on virtual communities.The paper expounded the process of user emergency information behavior in the circumstances of emergent events,and proposed its advantages finally.

With the explosive growth of WeChat,it has become the important platform of information diffusion and public opinions guide.This purpose of this paper is to provide realistic guidance for enterprises,government and other agencies.Based on complex network theory and dynamics of infectious diseases,this paper provided a modified information transmission model.This paper put forward the innovative definition of user acceptance threshold and relative motivation.It depicted the information dissemination process curve through MATLAB simulation,and got the law of information propagation and put forward the related suggestions.The simulation results showed that the user acceptance threshold and relative motivation had obvious effects on the width and the speed of information transmission.

Put forward a two-sided matching model between knowledge service suppliers(cross-border platforms) and knowledge server demanders(cross-border enterprises) considering knowledge service as the main factor.First,this paper introduced knowledge service with related to cross-border e-commerce supply chain and analyzed the necessity of two-sided matching.Secondly,the two-sided mutual evaluation index systems of knowledge service of cross-border e-commerce supply chain were constructed.Thirdly,due to the uncertainty and fuzzy of cross-border e-commerce market,intervals and linguistic variables were used to represent the evaluation information,and the satisfaction level with respect to each criterion was constructed,then a multi-objective model based on total satisfaction level with respect to two sides was put forward.The example analysis showed the effectiveness and reasonability of the method.

In the age of the Internet era,the personalized recommendation system gradually is applied to different fields and recommendation algorithm has become a research hot spot at present.Traditional recommendation algorithm,however,often has some problems,for example a cold start,sparse data.In this paper,on the basis of researches on traditional recommendation algorithm,this paper proposed a collaborative filtering recommendation algorithm based on similarity propagation and context clustering.Computing the similarity between user for user clustering,then the paper found more nearest neighbors of target users,according to the similarity propagation to finally,it recommended projects according to the forecast target user's ratings.With the help of online public data,the paper implemented the proposed algorithm and verified the effectiveness of the proposed algorithm on Matlab.experiment showed that the accuracy of the proposed algorithm compared with the traditional algorithm was higher,and the proposed algorithm relieved the problems of traditional recommendation algorithm,such as the cold start and sparse data,etc.

Product information push has become the main information service way for merchants under e-commerce.Hence,it is important to do the research about the evaluation of the effect of e-commerce product information push.In this paper,firstly,the evaluation index system of the effect of e-commerce product information push was constructed according to the integration and study about existing literatures and the interview and investigation on organizer and customer who had participated in the evaluation of the effect of e-commerce product information push.Then a method for e-commerce product information push effect evaluation considering customer satisfaction degree was presented on the basis of the above work.Finally,the feasibility and validity of the proposed method was illustrated by an example analysis,and then the relevant improvement analysis was put forward according to the result of evaluation.

Reasonable emergency response process is essential for dealing with emergencies effectively.This paper presented an optimization method of emergency rescue process based on the knowledge management and Petri net theory.At first,this paper formally indicated the activity unit and its internal relation,and established the activity unit model according to the common knowledge model.Then,the mapping from activity unit model to Petri net was discovered.Petri net was illustrated to realize common knowledge model and execution sequence relation among activity units.Based on this,a five-step optimizing method on implementation process of emergent event was provided by knowledge element theory and Petri net methodology.Finally,a dangerous chemicals accident was presented to demonstrate the implementation process of the proposed method.

For the problem of user information privacy disclosure in the big data environment,the paper firstly analyzed the status quo and trends of the user information privacy protection,and presented current problems of user information privacy.Then through typical cases,statistical analysis and system analysis,the paper researched generating mechanism and causes of user information privacy disclosure in the big data environments.Finally,focusing on causes of user information privacy disclosure,the paper analyzed key social methods and key technical methods of user privacy preserving,and built social technology model and optimization strategies of user information privacy preserving.

The network information ecosystem has a layered structure which is composed of the information person,the information population,the information community and the information ecosystem.Such a structure is common in every industry.To understand the industry structure and take a collaborative information service,can help to improve the quality of service in the industry.To enhance the quality of service in these industries,the paper must first clearly defined the information community,then distinguished the information race group,and then found the best way to supply the information service.For example,in the tourism industry,there are six elements:catering,accommodation,traffic,travel,shopping,and entertainment.In every aspect of the six elements,close collaboration is needed.Various roles in the tourism industry cooperate with each other,to take a modern collaborative information service,will promote the level of the whole industry.

Based on the niche theory,the research framework was formed.The paper measured the users' satisfaction from using the government website,government affairs microblog and government Wechat through the questionnaire survey to collect empirical data.Based on above,the paper made a comparative analysis about the advantages and disadvantages of three kinds of e-government service platform and their mutual relations,put forward the development strategy of e-government in the future.The study found government Wechat was the most suitable for users' demand in three kinds of e-government service platform,but users used government affairs mircoblog in more depth and the government website was relatively in passive position due to the impact of the first two.To this problem,the niche generalization strategy should be adopted to remould the dominant position of government website;on the other hand,from "rebuild" to "rerun",the total e-government availability should be increased with the coordinated development.

As network public opinion has obvious characteristics of large data(as a concrete manifestation of the four aspects,namely massive,diverse,dynamic and low value density),using traditional data collection,analysis and presentation method not only has the problem of low efficiency,and is also difficult to find the key information and the potential characteristics behind information.In this regard,visualization analysis technology,originating from scientific calculation,can be used to make things simplified by using easily understandable graphical images to reveal network public opinion's distribution,development and evolution.Therefore,in the network public opinion research,the technology has very significant application value.Based on the difference of network public opinion's information present form,the essay respectively discussed the hierarchical information,text information and network information visualization method's application paradigm and the way of realization in the research of the Internet public opinion,in order to promote the network public opinion research in depth.

Based on the basic theory of system dynamics,this paper built cause and effect diagrams of e-commerce platform data quality control system.This paper conducted es system simulation with VENSIM PLE simulation software and verified the rate of technological progress and management factors impact on the quality of e-commerce platform data quality effectively and sensitively.The results showed that the model could better fit the relationship between the rate of technological progress and management factors and e-commerce platform data quality in reality.Hopefully,this paper could provide some advice on how to manage e-commerce platform data quality.

The operation of government affairs micro-blogs is under the backgrounds of time and space.The evaluation of government affairs micro-blogs should take into account the factors of time and space for objective.This paper built a evaluation system of input and output for provincial government affairs micro-blogs from the following aspects,time cost,residents population,per capita GDP,numbers of micro-blogs,numbers of funs,times forwarded,times reviewed and so on.and use DEA method to evaluate the efficiency of 27 provincial government affairs micro-blogs.The findings revealed that only 7 DMUs were DEA efficient,including Beijing,Tianjin,Shanghai,Hennan,Sichuan,Gansu,and Yunnan.The other provincial government affairs micro-blogs are inefficient in varied extent.In the end,this paper put forward some countermeasures that could improve the efficiency of provincial government affairs micro-blogs operation.Governments should attach importance on the using of government affairs micro-blogs in the concept,improve the management of government affairs micro-blogs,narrow the digital gap between urban and rural areas,among people.

Public libraries often provide basic and widespread access to digital services to citizens.For the effective use of public funds it is necessary for there to be an objective method for the assessment of the effectiveness of the public services.A model could analyse the effectiveness of the digital services.This methodology allowed comparison of the effectiveness of the different services provided.The results showed that the effectiveness of digital services(provided by remote access)is higher.In contrast,digital services provided directly in the library have a very low effectiveness.When compared to all the services that are provided,digital services had the highest effectiveness of all.

According to the quantitative study on the major projects of the National Social Science Foundation on distributions of the region,organization and subject of 2004-2015,the result presented some special characters as follows:the number of projects grew steadily,and the projects were from 31 provinces and most of supporting institutions are universities;differences were significant among the regions,and the west region had improved greatly recently;the priority of the project units was given to the comprehensive university directly under the ministry of education,most of which were those of 985 ones;the project leaders were those famous scholars and academic leaders,who had rich scientific researches;the contents of these projects were so rich,overall and strategic.

This paper attended to apply entropy weights to make a quantitative assessment on the coordination degree and the development degree of regional informatization,and to establish the coordinated development index system,synthetic evaluation model and the coordinated development model of regional informatization,and to conduct empirical research according to the coordinated development law of regional economic and informatization in Beijing-Tianjin-Hebei from 2009 to 2013.this study provided a reasonable reference to develop the scientific decision and management level of regional informatization,and to formulate the planning of regional informatization coordinated development.

[Objective] By the method of knowledge mapping to analyze the content,level and hot spot of the research of information literacy in China.[Method] Using CiteSpace and VOSviewer to analyse the literature of information literacy domestic in CNKI database from 2000 to 2016.[Results] Found that domestic information literacy research was at the stage of stable development,there were four thematic clustering and 5 hot research direction;the existing research showed that small concentrations,the overall dispersion state;not only in schools at all levels should pay attention to information literacy education,but also pay attention to the information consciousness,the information ability of the guide and nurture of the social vulnerable groups.[Limit] Due to the problem of data format,the co-citation of the research did not be analyzed,and there was a shortage in the research of the evolution path.[Conclusion] The research process and conclusions provided a holistic description of information literacy research,and a useful reference for the follow-up study.

[Purpose/Significance] This article made a comparative analysis on the research dynamics and development trends in the field of think tanks at home and abroad,so as to track the frontier and hot research,and explored the future research trend.[Method/Process] The article made a quantitative statistics and a qualitative analysis of the papers in this field,which were enlisted in the database of SCI and CNKI with the methodology of bibliometric and knowledge mapping.The paper analyzed the general situation of the academic papers about think tanks from several aspects:paper quantity,the subject of research,the hotspot and research frontier.It helped researchers find the developments in the field of think tanks,and make a comparative analysis of the similarities and differences between their researches.[Result/Conclusion] In recent years,the research focus of common concern on the field of domestic and international think tanks are how to optimize the construction of think tanks,how to further improve the detailed design and realize the transformation of the results of the think tanks.Meanwhile,the future research focus of Chinese think tanks also includes exploring the path of the construction of the new-style think tanks with Chinese characteristics.
