The paper analyzed the characteristics of cloud computing and the defects of the electronic government,revealed the inevitability appeared of the intelligent government under the cloud architecture used with the theory of biological evolution.From the theoretical point,the paper conducted a analysis of the advantages of intelligent government under cloud architecture.It gave a framework of intelligent government service,and mainly introduced the logic structure and basic function of two important service platform of intelligent government under the cloud architecture——PaaS application platform and SaaS service center.Through the innovation theory method to guide the practice,in order to build a new type of intelligent government service model.

[Purpose/significance] University of agricultural scientific research is divided into four stages,each stage of the subject,information service object and service are not the same,for the information services of university of agricultural scientific research mechanism,should be clear.[Method/process] The first step is a clear agricultural research process;the second is the subject of agricultural scientific research,analysis oriented information service object and service transformation;and the third is to explore for the university agricultural research service and its mechanism.[Result/Conclusion] Through university agricultural research four stages of information service subject,object,service mode and mechanism of analysis and research,the optimization in each stage of agricultural scientific research information service mode,improved the agricultural research information resources and supported capabilities.

From the receivers,information publishers,information transmission and information itself,it constructs index system for reliability evaluation of information in social media.According to the ambiguity of information transformed in social media,it presented a new reliability evaluation model based on triangular fuzzy number.Fuzzy consistent preference relations are applied to determine the weight of each index.MicroBlog is selected as a typical case to elaborate the process of reliability evaluation of information within it.The Combination between theoretical study and practical application is benefit for users of social media to improve judging accuracy of the reliability of information transformed within social media.

[Purpose/Significance] Assessment of individual researchers which is a part of research evaluation is important in the process of research management.[Method/Process] Through introducing the project overview of the European research collaboration ACUMEN,this paper studied the ideas and model of individual researchers evaluation system,analyzed the specific evaluation indicators and methods,with an emphasis on the characteristics of the evaluation system.[Result/Conclusion] The ACUMEN evaluation method had a lot of inspiration to the practice of the researcher evaluation in China.

This paper analyzed the characteristics and influencing factors of network information resources copyright risk,elucidating the risk causes,using system dynamics causal graph to analyze the relationship of the risk factors revealed risk and Revealing the inherent mechanism of risk.The paper proposed that macro policy should be conducted,through the network management system,the legal system and the introduction of copyright collective management system to solve the risk.

Network information pollution has become an unavoidable social problem.However,the qualitative research on this problem is described,thus making it difficult for the public to form a correct cognition.In order to figure out the distribution and the tendency of the information pollution,with 70 samples released by the Internet harmful and spam report center(12321 center)in 9 years,the aspects of network information pollution sources,types and the changing tendency are analyzed in this paper based on content analysis method and statistical test.Research results showed that malicious mobile phone APPs from the mobile terminal had become a prominent contradiction in the network information pollution.On this basis,the paper suggested that the focus of the information pollution control work should be tilted to the mobile Internet.Besides,some other policy recommendations were proposed.

Improving the performance of information construction in Colleges and universities is the objective requirement of higher education modernization,and it is the realistic need of deepening education reform,training innovative talents and improving management level and service ability.This paper attempted to analyze the relationship between College Students' expectation and satisfaction evaluation model based on the "user view",and revealed the effect of the information system of the University on the micro level.The research results showed that the students in the university information system's hardware applications,software applications,system stability,system update and RE development status,system maintenance,system management,the integration between the various systems and other aspects of the actual experience and expectations exist between different.Through the further analysis of the problems in the process of the construction of educational management in Colleges and universities,and put forward some suggestions and suggestions,the research results could provide guidance and reference for the research and practice of information construction in Colleges and universities.

Firstly,the paper reduced the correlation of original indicators by principal component analysis and the number of indicators and made them separate from each other.Secondly,it established comprehensive indicators for prediction.BP neural network is used to establish the model of micro-blog public opinion prediction.The experiment using 2013 micro-blog hot topics to predict 2014 hot topics.Experimental results showed that principal component analysis helped reduce redundancy of the statistical data and made predictions more accurate.This model was more accurate than the model using only BP neural network.

With the rapid development of mobile healthcare,healthcare management become a hot topic,in order to study the factors and intention of healthcare application usage.This paper developed an intention of healthcare application usage research model based on the UTAUT and PMT theory through the perspective of technology and health behavior change,through questionnaires to collect data and using the SPSS and AMOS to make statistical analysis and structural equation modeling.Empirical results showed that:Performance expectancy,perceived of trust,social impact and effort expectancy have significantly positive influence on usage intention of healthcare application in turn;Perceived of trust had positive influence on users' self-efficacy and response efficacy;Users' self-efficacy and response efficacy had positive influence on users' performance expectancy,social impact and effort expectancy.Based on this research,this paper put out some suggestions for healthcare service providers and the application developers.

Information technology,communications technology and network technology is changing the global economic landscape.It is the goal to cyberpower construction in China.Strengths,weaknesses,opportunities and threats of China's informationaztion and information industries were analyzed by SWOT.Finally,aiming to the status quo of China's informationaztion technology and using SWOT matrix,the strategies of SO,ST,WO and WT were developed,to explore cyberpower construction.

The model affecting knowledge growth of university scientific research teams is built,and the method of SEM is utilized to illustrate the model.The empirical study showed that knowledge subject,knowledge characteristics,knowledge environment and research team have different effects on the knowledge growth of university scientific team.And knowledge subject and research team have much larger influence.Some measures were put forward to promoting the knowledge growth of university scientific research team.

The off-campus access to electronic resources in the library benefits readers a lot.Meanwhile,some abnormal access behavior arises.The paper analyzed the electronic resources access log with EZproxyog proxy server,designed and developed the EZproxy log analysis system so as to pretreat,upload,count and analyze the access log to electronic resources.To discover the abnormal access behavior of readers on the basis of the characteristics of their access and to classify the abnormal behavior,the paper could avoid that IP is temporarily blocked by the supporters of database of electronic resources in the library so that can maintain the readers' rights and improve the efficiency of resource access.

Selecting the literature on Oceanographic research in South Korea from the database of Web of Science as the sample,the study based on the bibliometric method included chronological distribution,journals,author,discipline and keywords.The result showed:South Korea oceanographic research began in the early 1970s and developed rapidly from the late 1990s;Seoul Natl Univ was the maximum yield research institution in Oceanographic research;exploration of the Yellow Sea is the focus of the South Korean oceanographic research.
