Digital divide is the internal unbalance of digital ecology in global range.People in different region,with different education level and race have much difference in grasping and applying computer,network and such digital technology.It is the traditional international and domestic inequality and unbalance of economy;it is also the new expression form of traditional social division in the new area,and it needs to be paid high attention.

Problems about the study of were pointed out after reviewing some related articles.Those problems are as follows:the concept of key words is vague,and the index methods of key words are not consistent.According to some related standards in China,the concept and index methods of key words are probed.The results show that key words are not artificial language completely,nor natural language,and the steps of key words index are to read articles first,analyze the theme of article,take out some words from the article,normalize those words by some tools and check the results at last.

Based on the high school library evaluation indicators and the theory of the set pair analysis and an examper of Zhejiang Water Conservancy and Hydropower College(ZJWCHC)library evaluation.the mathematical model of library automation and digitization document resources construction evaluation was established.There are 3 level-one in the evaluation indicators and 10 second-level's were selected,the connection degree and evaluation indicators Matrixs were calculated.As a example,17 investigation records from Zhejiang Water Conservancy and Hydropower College library consultants were selected and used,the calculation value of evaluation indicator was 0.9023,the correspongding grade was excellence,some problems were also analyzed.
