Intelligence-led Policing is the new concept of police intelligence work in our country. Application the concept in the Border Control intelligence work is a major reform. In view of this, the paper compares British Intelligence-led policing patterns with the U.S. intelligence-led policing patterns, which are advance countries of implementation intelligence-led policing all over the world, researches the influence of the foreign country intelligence-led policing pattern to our country police intelligence work, and is focus on leading and affect to Border Control.

Context transformation has a significant impact to knowledge transfer in information system life cycle. Firstly, in review of knowledge context and knowledge classification of information system life cycle, the paper finds them both lacking of study on context transformation. Then, puts up the importance of context transformation, in comparison of body of knowledge transfer, way of knowledge transfer, and context of knowledge transfer, between two development method, continuous life cycle and non-continuous life cycle. Finally, analyzes the main context in information system life cycle, and the influence of context transformation to knowledge transfer.

Based on B?C? Brooks 's Knowledge Structural Equation's theory, this paper points out that university library readers' knowledge structure has characteristics of high similarity and hierarchical nature, poor interactive quality and knowledge hierarchy leap. With the conditions of study on the essence of library knowledge service,services modes and many other factors,readers mutual aid knowledge service mode was proposed. This service mode adopts the interactive model of readers mutual aid ,knowledge service platform built by library and experts' responsibility to attain the expected purpose of readers' knowledge unearned increment by means of the utilization of university library readers' own knowledge source ,thus this mode makes university library give effective service actions by utilizing limited resources in knowledge service.
