This paper put forward the users' adoption model of the mobile government services,based on the technology acceptance model,the extended technology acceptance model,unified theory of acceptance and use of technology,innovation diffusion theory,trustworthiness and the features of mobile government,analyzed the exogenous variable and endogenous variable factors,and finally offered some suggestions for the development of mobile government in China.

This paper introduced interactive information communication model based on push-pull pattern.Then the structure of this model was described and compared with Defleur interactive model.At last, popularization of CDMA mobile phone as a case study exemplifies push-pull Interactive model was more rationality and more practicality.

Focusing on librarties of Tianjin universities and their users including campus and community users that work in government,reserach organs and government-sponsored institutions around the universities,the paper investigated and discussed the factors that influence university libraries openning to society by the means of questionnaire survey and mathematical statistics.Based on the factor positive analysis of the survey result,the paper proceeded to further explore the factors that influence university libraries opening to society in terms of technology,organization and environment with TOE Model as analytical framework which was proposed by Tornatzky and Fleischer.

In July,2010,the Fusion Information Division of Southwestern Institute of Physics(SWIP)accepted a large strategic intelligence soft subject task——Prediction of Nuclear Fusion Energy Research and Development Technology in China and Strategic Approaches Study jointly issued by China International Nuclear Fusion Energy Program Execution Center(ITER China DA)and China National Nuclear Corporation(CNNC).It took one year to finish the task from the subject starting to the report submitting.With the efforts of all the staff,a report with 500 000 Chinese words and 340 pages has been completed on July 26th,2011 by the processes of documentation collection and investigation,documentation reading and refining,outline determination,the first draft writing,content analysis and optimization,and the first trial within the research subject team,experts reviewing and revising etc.It is the first time for the Division to take on such a large national soft subject investigation and study task.The staff's professional abilities and skills were trained and improved through participating in the task.It laid a good beginning for the Division to further carry out related subject research tasks and knowledge services such as the comparative analyses of the related subjects and international attractive advanced subjects in the near future and to provide information support of performing science research at SWIP.This paper reviewed and summarized the organization process and implementation of the strategic intelligence soft subject.

Information literacy competency is the basis of university students' scientific research and knowledge innovation ability.The university students are the major force for social development,so their status of information literacy increasingly attracted the attention of people.By sampling randomly and performing a survey on the applied undergraduate students,the results is that:(1)The status of information literacy:The level of information literacy competency about the applied undergraduate students is unbalanced,in four dimensions of the information literacy,the level of the information awareness of the students is the highest,the level of information innovation is lower,and the level of information security and moral is the lowest. Between the status and the purpose of information literacy,there is a disparity.(2)Factors affecting the information literacy:academic of the students has more effect on the overall level of information literacy,and each factor has different effect on four dimensions of the information literacy,among which,the effect of academic performance is the most widely,not only on the overall level,but also on three of the four dimensions.Clarify these affecting factors,then strategies and evaluation criteria to improve the information literacy of the students can be formulated more scientifically.
