Resource Description and Access is a new standard for resource description and access designed for the digital world.This paper made a research and analysis of the development of RDA's implementation from the view of propagating,training,completing and integrating with other bibliographic data,and introduced the development of RDA in china.

Take institute of subtropical agriculture,the Chinese academy of sciences as an example,the paper analyzed institutional repository constrution method and implementation steps,put forward the sustainable development strategy,hope to provide a reference for similar research institutions Building platforms.

As global climate keeps getting warmer,extreme weather occurs frequently,which results in more serious disaster and loss.Therefore,study on extreme weather has become an important issue on which the researchers gradually focus in scientific field.In this study,the authors collected literatures on extreme weather from Web of Science.Then,statistical procedure was performed in the following aspects:annual publication number,publication type,countries,institutes,authors,sources,and subject categories.And highly cited authors,publications,and literatures were determined.Moreover,co-citation clustering analysis was performed for the highly cited literatures to explore the hot research topics in this field.By this informational analysis,this paper aimed to discover the status and development in the field of extreme weather and provide the enlightenment and information reference for researchers and decision makers to study better in the field.

Mobile library construction is the library research focus in recent years,but the research of the mobile library construction based on the academic digital library consortium still little.This paper introduced the status of the mobile Library construction in the academic library.Based on the framework of SWOT,such opportunities,risks,strengths and weaknesses of he mobile library construction based on the academic digital library consortium were discussed,and some suggestions on the strategies for this were proposed.

By using scientific knowledge mapping method,this paper made some multi-angle quantitative and qualitative analysis of the association documents from 2001 to 2011 in the field of international library and information science,and described the research status and hot spots in this field.Following conclusions were found in the research,the quantity of its literature grew steadily,key authors and research institutes came from European & American countries,and the studies in this field mostly focused on information system,information service,information scientometrics,and knowledge management.It also emphasized on the combining science with humanities.

Resource management is the core issue for digital library based on cloud computing.Firstly,the paper introduced the characteristics of cloud computing resource and the main function of resource management,and it presented the work flow of cloud computing resource management.And then presented a resource provision and schedule strategy for digital library based on cloud computing using virtualization technologies.It could effectively reduce the resource idle time,and guarantee the availability of virtualized resources and enhance the virtualized resource utilization.

The construction of the emergency plan is an important part of the library crisis management.To the question of fragmented,superficial and lack of system of the most university library emergency plan,this paper pointed out that the formulation of the library emergency plans should follow the"people-oriented,focusing on prevention,crisis classification,focused,information disclosure,accountability"principle and its content was set to meet the requirements of the crisis management prevention,preparation,response and recovery of these four areas.The emergency plan's evaluation should select the"emergency prevention,emergency preparedness,emergency response,emergency recovery"four one-level indicators,and then refine.Finally,this paper pointed out that human was always the first element of emergency plan and library should pay more attention to the practice.Excellent emergency plan need regular exercise,and lessons learned from the practice,so as to continuously optimize the plan.

This paper analyzed a series of overseas academic results and works in the field of personal health information management during 2000 to 2011 by software CiteSpaceII.Relying on analyzing related data which was from the Web of Science,the paper explored foreign important disciplines,knowledge bases,research hotspots and frontier concerning personal information management,which presented some valuable references to the study on personal information management in China.

The article firstly elaborated the concept of the micro-blog and information exchange,then by analyzing the relationship of users and user attributes,three network structure models of information exchange were put forward:circle model,nested model and onlooker model.The information communication modes of micro-blog was also discussed.Fission and aggregation mode from the micro-blog information dissemination mechanism point of view,and chain,annular and tree pattern from the information content analysis point of view were put forwards in this study.

By investigation on the actuality of digital construction of university collection database in"211"university,the paper analyzed its actuality and characteristics from following aspects:existing forms,information types and information revealing means.Then,it pointed out the existing problems of digital construction of university collection database in normality,included scope,works mining,full-text production and long-term development.Finally,it proposed that we should build scientific construction platform and solve a number of issues in the digital construction process to promote the sustainable development of digital construction of university collection database.

With the continuous development of e-learning,more and more people are beginning to realize the importance of network learning resources.This paper brought the self-organization theory into the construction process of network learning resources,let the students studying in the network can also participate in the co-construction and sharing activities of learning resources,promoted the self-growth of learning resources by the interaction of teaching and learning,so as to provide a large number of highly targeted learning resources those rich in forms and content for teachers and students.At the same time,it designed and implemented a learning community based on the network learning community,realized the self-organization construction of learning resources in the SNS learning community.In this paper,the mentioned self-organization construction method of network learning resources has been verified in the construction of Nanjing University "Digital Learning Resources Library",and it also has a good reference and guidance in the construction of the learning resources in other colleges and universities.

Based on the documents indexed by CNKI database,the article discussed the general current research which contains of the distribution of the years,the source journals,the authors and the subjects of the research documents on patent map in recent ten years in China by bibliometrics statistical and social network analysis methods,and gained corresponding conclusion to provide appropriate guidance and recommendations for follow-up study in this field.

Based on CSSCI(2001-2010),the paper analyzes frequency of highly cited papers and journals of arts, measures the academic influence of ideas of highly cited authors with h index.The statistics objectively indicate the existing state of highly cited authors and journals.Results of citation analysis suggest the frequency of highly cited papers is in direct proportion to academic influence in arts.The high citations of papers in arts show academic influence of authors and journals.

This research analyzed tbe influence degree of the human element in the development and the operation quality of the successful information systems for Decision Making and User Satisfaction,based on a designed model research for this purpose.The empirical study was carried out in sixty SME in the northeast of China by statistical tool well known as Partial Least Squares.The results showed that User Participation,Manager Support and Infonnation Quality were the elements with the most impact,mainly on Satisfaction.

The evaluation of website optimization in SMEs is affected by the optimization contents,features and inherent characteristics of digital libraries,but not all the influence factors can be measured in quantity.Through the idea of combining qualitative analysis with quantitative analysis,this paper adopted the method of the analytic hierarchy process to determine indicator system and weights and then put forward the evaluation method of website optimization in SMEs,and evaluated verification.The results showed that the method proposed was feasible and instructive,the evaluation index system do a good directive function in website optimization and management in SMEs.

According to the TAM,TRA and trust theory,an influencing factors model of E-public service participation was proposed in the article.The observed variables of each latent variables of the model were given and the hypotheses of the model were tested on the basis of samples.The factors which influence the citizens to participate in E-public service were also tested and some suggestions were given to increase the e-participation based on the results of this empirical study in the end.

A large number of books on professional qualification tests are collected in academic libraries.The author took the library collection of Jilin university of finance and economics for example to analyze the books' occupation and the readers' demand.Through listing and comparing MARC records in the CALIS union catalogue,the author discussed that the best way to description and classification for the readers was organizing these books by the kind of professional qualification tests.This cataloguing method based on the needs of readers is in accordance with international cataloguing new trend.

CSCD is the most authoritative cited reference source in China,and the satisfaction degree of cited reference retrieval has direct impact on the results of science evaluation.Based on the cases,this paper has proposed some suggestions on how to improve the recall ratio of cited reference retrieval of CSCD,from the perspective of source document perfection,retrieval words selection,and the logic retrieval of the retrieval words.

Choosing the twenty education websites at the provincial level in China as research sample,this paper got the total backlink counts,the internal backlink counts,the external backlink counts,the total page counts and other data of link analysis by use of the search engine of Google and the link analysis method,and then calculated the Web Impact Factors.By using the method of grey incidence analysis,this paper estimated eight of the indexes.Combined with the evaluation results,the paper discussed the construction circumstance,the situation of using and the influence about education websites at provincial level in China.

This article evaluated the regional patent strength in 21 cities of Guangdong Province.Based on a number of comprehensive evaluative methods,it selected 24 index by literature survey,combined with the Guangdong Provincial Intellectual Property Office's patent statistic data,using factor analysis,got a number of index together as a new factor,then used cluster analysis,classify the 21 cities by patent strength.The study could help understand the strengths and weaknesses of regional patent situation,provide policy-making.
