The problem of the information isolated island has become an important bottleneck on restricting the government emergency information resources integration and sharing.Based on analyzing the representations and reasons of the information isolated island problem in government emergency management,the paper puts forward basic countermeasures from the emergency information management institutions,management mechanism,information platform and technology etc.,which to solve the information island problem.

Basing on the analysis of the questions about food safety information management existing in the related departments and on the method of questionnaire surveys distributed among the consumers in Wuxi,the author proposed,from the perspective of consumers,to establish a food safety information database basing on the technology of mobile phone applications software.Taking the theme as priority and combining it with the traits of discipline,the author classified food according to the Chinese custom of "food and drug in the homologous root".The system has a built-in camera allowing users to take snaps of the bad-qualified food conveniently.And then uses can send these photos to the Food Monitoring Department as the first-hand data.The department will go to the scene to do the sampling test.By doing so,the department can investigate and deal with the food security problems within one day.This food safety information monitoring system is a comprehensive application system which combines data collection,classification,report,check and database.

Considering the traditional recommendation algorithm based on log query affected by the problem of data sparseness,on the basis of analyzing the query log,the paper will construct a two-dimensional plot between word and clicked URL,it is used to calculate the similarity between the query words and the candidate words.Then we will calculate the similarity between the query words and the candidate words based on HowNet,considering the influence on similarity as the part of speech and synonym.Finally,the two similarity were given weight that we can calculate the correlation between the query words and the recommend words.The experimental results show that this method can overcome the problem of data sparseness,has more stability.

In order to resolve the problems of the lack words and describe weak signals of question in community-based Q&A system,this paper proposed a method of feature extension which based on Wikipedia to help Chinese question classification.First,the set of related concept were extracted from Wikipedia and concept associativity was calculated based on the concept pages,links and so on,and concept associativity was calculated based on the combination of link structure and category system.Second,the semantic information of text features was supplied by feature extension according to the set of related concept.Results of experiments showed that the short text classification algorithm which was proposed by this paper can get better classified effect.

In this article,surveyed junior's reading situation,the results show that the third-graders still read the paper-based;library is the main source of their books;students generally interested in reading;There are a variety of purpose of reading;But at the same time the existence of good reading mood,task-heavy squeeze reading time.In addition,Beijing Normal University Library is a good resource providers,but obviously insufficient "recommended books" reading services,the above results show that our university library also need to further improve the work of the reading promotion.

The development of university websites is important to promote the informationisation of higher education in China.The purpose of this paper is to improve the university homepages by establishing an evaluation system and a set of indicators.On the basis of past researches on website evaluation system,this paper constructed a comprehensive and practical evaluation system of university homepage and evaluated the websites of 20 leading universities in China.Then,the paper summarised the achievements(e.g.rich information,timely updates,good design,internationalized etc.)and problems(e.g.lack of academic information,weak presents of university's strength,difficult information search etc.)of these websites.Finally,the paper suggested 4 methods to improve university's homepage and websites.

Accessing the data from 1985 to 2012 of patent application and publication of application in the 211 colleges of Jiangsu Province from the Chinese patent data base in CNKI,this paper made rounded analysis in six aspect,time distribution,patent type distribution,regional distribution and technology field distribution,patent conversion,patent maintenance situation and pointed out rising number of patent application and authorization,low implementation rate,short patent time limit and low authorized patent quality exist in the colleges and universities in our country.Finally,this paper put forward corresponding countermeasures based on patent work in Colleges and Universities.

Select the CNKI database,2000-2011 network public opinion field of the papers and citations as a source of data,the combined application of logistic literature growth law,lottka's law,zipf's law,bradford's law and correlation research on network public opinion in the field to do a quantitative analysis,the results showed that:the field of Internet public opinion in China was in rapid growth period,stable,persistent researchers and research institutions were formed,but also need to be more thorough and high quality research in order to promote the innovation and development of the network public opinion research.

Based on CNKI "Chinese Academic Literature Network Publishing Database",using the Bibliometric Analysis and the Content Analysis,13 nationalities university libraries as statistical sources(statistical time of the end of July 2012)during ten years(2002-2011),the core journal dispatch,high-yield authors,the number of papers,number of cited frequency,citation frequency,citation frequency of each paper,distribution of H value,high frequency cited papers and high frequency cited authors 9 indexes were analyzed,so as to reveal the present situation of academic research in these nationalities university libraries.

Based on the service providers,this paper interpreted the meaning of the third-party e-commerce platform.In accordance with the particularity of online transactions,it deconstructed the factors-information asymmetry,construction and security,which could affect the third-party e-commerce platform's service quality.Meanwhile,it proposed the third-party e-commerce platform's service quality assurance system to counterbalance these factors by the method of logical reasoning.This system included five mechanisms which were information architecture,credit mechanism,information security mechanism,conflict resolution mechanism and auxiliary mechanism.

This paper collects journal papers about intelligence analysis from the Chinese science and technology journal database and the Chinese journal full-text database.It makes statistical analysis on those research papers about information analysis within 35 years(1978-2012)in China.Based on the statistical data,this paper investigates the research status in this field,further summarizes the advantages and disadvantages,and makes reasonable forecast of the future direction and research trend in this field.

Of an important part of patent analysis,technological evolution analysis can provide decision making for government's science and technology planning and enterprises' R&D strategy.Firstly,the main methods of technological evolution analysis are summarized:analysis based on Patent Classification,analysis based on patent references and analysis based on patent text.Then the advantages and deficiencies of the above three methods are analyzed.On this basis the method of analyzing technological evolution by combing patent text with patent references is put forward and its feasibility is discussed.Finally,suggestions are made for future research directions of the proposed method.
