With the development of the internet,Internet Emergency has become a important subject for the government to study and deal with.In such emergencies,timely and effective information releasing is an important part of the government emergency management,it directly affect the development and resolution of the emergencies.This paper presented the concept of Internet Emergency;analyzed the predicament and influencing factors of effectiveness of government information releasing in Internet Emergency;based on some cases,put forward methods and suggestions to improve the effectiveness of government information releasing, from a number of aspects.

How to analyze user behavior accurately to provide user webpage with satisfaction has been a design goal of personalized information recommendation system.Based on the analysis of the existing personalized information recommendation models,a new model of personal recommendation system based on Web Semantic Mining was presented in this paper.By the combination of Web semantic mining and FP-tree technology,what the model has been solved was the disadvantage of ignoring user potential interest when the previous studies recommend information to users.And the limitation that recommend webpage to user just according to user access sequence had also been broken through.

The sample comes from"Chinese Journal Full-text Database".The methods of bibliometrics and authors co-citation analysis were used to analyze the authors of Open access in this paper.First,the number of the authors,the cooperation degree and rate,system and regional distributed condition were analyzed.And then the core authors of Open Access were identified and evaluated based on the numbers of articles and the cited frequency of authors.Finally,author co-citation analysis of the core authors is conducted with SPSS19.0 and visualized with Ucinet6.0.This paper found that the researchers in China usually focused on the topics such as OA publishing of Science and Technology Periodicals,Academic Communication,Information resources,self-Archiving, knowledge Repository,copyright,and OA Journals.
