The organization of knowledge integration knowledge-based learning is the main source of organizational knowledge.The artickle combines with the connotation of CDRS,relationship learning and CDRS knowledge to integrate,and a structural model of relationship learning based on relational the CDRS knowledge integrationa is built,and the model is revealed its the mechanism and laws.The article pointes out that the relationship learning is through relationship satisfaction,relationship of trust and relationship commitment to knowledge integration capability as a means of,CDRS knowledge integration performance have a significant positive impact on the role of new ways to provide new ideas,to explore new methods to improve the the CDRS knowledge innovation and management efficiency.

An effective emergency management is based on a reliable emergency management information system.The evaluation of emergency management information system has crucial significance to improve the construction and normative,economy and reliability of operation,to meet the needs of government,departments,public in emergencies,and to make a better use of emergency information.From the perspective of Balanced Scorecard,this thesis provided an emergency management information system evaluation index system by using the method of documentation and contrast analysis.Second,the evaluating marks of the elements were described as interval,linguistic assessment information,number.Then,it aculeated the evaluation result using triangular fuzzy number,analytic hierarchy process,and grey relational analysis.Last of all,an example was designed and it showed the feasibility and applicability of this model.
