Through to look back and analyze in the historical origin and theoretical development of Competitive Technical Intelligence(CTI),Article thought that there is the evolve process of patent or skill intelligence,technical intelligence,strategic technical intelligence to Competitive Technical Intelligence in the display form and key content of CTI,that is embed into whole process of technical development with to be included technologies import,digestion absorb and independent innovation,and is expanded and overstepped traditional Information Science system,which hindered that the wholesome development of Competitive Technical Intelligence in China for this reason what Chinese sense of that science and technology is not separate was form for a long time.

Chinese consumers' preferences of online shopping was analyzed from product perspective in this paper.First of all,31 provincial cities in China Mainland were re-subdivided into eight regions based on clustering analysis method as well as a multi-dimensional approach.Then,commodity preferences of consumers online shopping behavior was statistically analyzed on these eight regions and on characteristics of different population groups.Result showed that there was outstanding regional differences on the regional consumer preferences for cosmetics and care products,baby products/toys,building materials,food/health care products,automotive and their accessories,cultural/entertainment/service and their products.In addition,it was found that characteristics of different population groups led to varied consumers online shopping preferences even within the same region.

Based on the case of City X,this paper explored the issues of e-government information resources sharing with the method of focus group,focusing on the perceptions and the demands of government agencies and related stakeholders,and the implementation situation of resources sharing.The results showed that the key factors hindering the process of government information resources sharing included institutional aspects,stakeholder aspects,e-government governance,government process reengineering,technical aspects,and legal obligations.Some suggestions were proposed to improve the process of e-government information resources sharing.

Based on the problems existed in organizing educational resources of knowledge management courses,this paper employed ontology for advanced knowledge organization and constructed content ontology for knowledge management course.The relevant concepts were extracted and their relationships were specified in a visual representation form.This ontology could facilitate association between different knowledge management courses and integration of educational resources.

Through investigating the quantity,quality,accessibility of open access journals which are being published by Elsevier,the results showed that the commercial database of fully open access journals accounted for only 6.8%.The academic quality is not high,and the fixed number of year of the accessibility is generally short.According to the sampling survey,hybrid open access journals accounts for bigger proportion,however,the number of open access articles only accounts for 4%.Think of the number of open access articles in commercial databases remains low,libraries can not decide whether to order the commercial database because of the number of open access journals or proportion.While the trend of open access publishing is clearly,but there are still dificulties in the process of practice.
